The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to Director Submarine Program directorates and key stakeholders surrounding submarine platform construction. Director Submarine Program unifies submarine platform procurement activities, which includes the Columbia-class SSBN program, the Virginia-class SSN program, the new SSN-X program and the AUKUS Integration and Acquisition Office, to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Director Submarine Program will continue SPA’s decades of support to the SSBN force, as well as support oversight of cutting‑edge attack submarine construction, assist in developing the design requirements for the SSN platform of the future, and help plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. SPA has an immediate need for a Policy Analyst. Responsibilities Supports the AUKUS I&A Policy Portfolio Lead for programs under the Direct Reporting Program Manager, AUKUS Integration and Acquisition (DRPM AUKUS I&A). Works as a member of the Policy Portfolio to support development of strategic plans and policies to advance U.S. national security objectives and promote a cooperative approach to addressing shared security challenges through timely delivery of the AUKUS enhanced security partnership. Key responsibilities include: Conduct in-depth research and analysis on laws, regulations, and policies to identify potential policy constraints and enablers for future efforts, in collaboration with broad internal and external stakeholders. Conduct research and analysis to develop policies or exceptions to policy pertaining to emerging trends, geopolitical developments, and national policies that may impact the trilateral AUKUS Endeavor. Leverage a thorough awareness of current and developing geopolitical activities in the Indo‑Pacific to produce foreign affairs analysis of potential implications on AUKUS Pillar I efforts. Support formalization of lines of reporting and identification of future requirements to align with changing organizational structures within the Department of War (DOW) and Department of the Navy (DON). Liaise with DON and interagency stakeholders to ensure policy alignment with programmatic requirements, consistent with U.S. national security priorities. Identify and draft congressional reports or certifications to support execution of AUKUS Optimal Pathway activities. Assist in tracking, developing, staffing, and delivering AUKUS I&A contributions to a variety of annual, semi‑annual, and event‑linked congressional reporting requirements defined in the FY2024 NDAA. Develop long‑range strategic plans, program goals, and project plans to support organizational success. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC Pay Transparency Range: $110,000 – $150,000. Qualifications Required Qualifications: Five (5) years of experience in international relations, security cooperation, congressional affairs (with a national security focus), military service, or related field. Strong analytical, research, and strategic communication skills. Adept at preparing and delivering briefs and correspondence to executive leadership in various formats. Expertise in U.S. statute, regulation, and Department of War policies related to international security cooperation. Active Department of War SECRET security clearance or above. Desired Qualifications: Understanding of Navy acquisition or previous experience as a Submarine Warfare Officer. Background in Foreign Military Sales authorities, international agreements, the Arms Export Control Act, and/or the International Traffic in Arms Regulation. Familiarity with naval shipbuilding and national security priorities in the Indo‑Pacific.
