Landfill Manager (Waste Management Services)

Position Anne Arundel County Government is seeking a highly motivated individual to fill a professional, full-time, permanent Landfill Manager position in the Waste Management Division in the Department of Public Works. Location The Landfill Manager will oversee the county sanitary landfill, resource recovery facility, and recycling center at Millersville, as well as the closed landfill areas in Deale and Glen Burnie. Nature and Variety of Work There is considerable public contact with county residents and private contractors on operational issues, and citizens concerning on- and off-site environmental compliance activities. Work involves planning, organizing, and supervising the daily operations at the county landfill, associated recycling center, and other resource recovery operations. Responsibilities Supervise staff and plan the layout and fill sequences of landfill sub‑cells. Maintain berms, ditches, access roads, covers of solid waste and other engineering controls. Oversee municipal landfilling operations at the Millersville Landfill and Resource Recovery Facility, including liner and leachate collection, landfill gas collection, conveyance and recovery systems, recycling activities and post‑closure care. Inspect new construction and operating facilities for compliance. Prepare and maintain records, reports and permits pertaining to waste disposal, cover, seeding, and related activities. Administer operating budget, draft policies and operational procedures, and administer supplies and services contracts. Act as liaison for citizen contact and environmental compliance. Knowledge, Skills and Abilities Thorough knowledge of integrated solid waste management systems and techniques. Knowledge of local, state (MD) and federal laws related to waste management. Skill in planning, goal setting, and managing human resources and equipment for a safe, efficient, customer‑friendly operation. Skill in supervising, counseling, motivating, disciplining personnel, and maintaining effective working relationships. Strong written and oral communication. Ability to develop and implement solutions to operational problems and evaluate operational data to improve efficiency. Minimum Qualifications Education: A bachelor’s degree from an accredited college or university in physical, environmental, or biological sciences, engineering, geology, hydrology, or a related field. Experience: Two (2) or more years of experience in landfill operations, environmental regulations, and waste management service operations; and a valid non‑commercial Class C motor vehicle operator’s license. Or Two (2) or more years of experience in heavy and civil earthwork construction management may be substituted, as described in the original notice. Additional requirements: Safety‑sensitive role; subject to Controlled Dangerous Substance and Alcohol testing. If your degree is from a foreign institution, provide documentation of accreditation and educational equivalency. Supplemental Qualifications Experience with integrated solid waste management systems. Knowledge of local, state and federal waste management laws. Provision of SWANA Manager of Landfill Operations, Manager of Composting Programs, or Maryland Department of Agriculture Compost Facility Operator certifications. Management of human resources and equipment for safe, efficient operation. Proficiency with Microsoft Office, G‑Suite and GIS programs (e.g. CountyView).
