Seeking a Civil Engineering Project Manager to lead municipal water, wastewater, and utility infrastructure projects—including piping, pumping, collection, distribution, storage, roadway, site development, and construction administration in our local community.
THE ROLE
The Project Manager will lead the design and delivery of critical municipal water infrastructure that protects public health, supports sustainable growth, and strengthens the resilience of the communities we serve. This role oversees the full project lifecycle—from planning, permitting, funding support, and design through bidding and construction administration—ensuring technical excellence, regulatory compliance, and practical, buildable solutions. You will work closely with clients to define scope, proactively resolve issues, and provide clear, consistent communication throughout each phase of delivery. Project work includes the design roadways, site development, piping, storage, distribution and municipal water systems.
These responsibilities include:
- Serve as the primary point of contact for clients, for project coordination, building strong relationships, providing responsive and proactive client service, and ensuring alignment between project objectives and deliverables.
- Prepare and lead client meetings and technical presentations
- Lead the planning, design, and delivery of municipal infrastructure projects.
- Communicate effectively with relevant stakeholders, including permitting agencies, regulatory agencies, funders, utilities, government bodies, and impacted members of the public.
- Analyze water/wastewater facilities for system deficiencies regarding compliance with local, state, and federal standards and regulations. Provide improvement alternatives to meet compliance with such regulations.
- Produce planning documents and cost estimates for needed improvements.
- Prepares plans, specifications, costs, and estimates for municipal and industrial water and wastewater facilities.
- Manage full project lifecycle: scope development, budgeting, scheduling, resourcing, risk identification, and change management.
- Coordinate multidisciplinary teams to ensure integrated and timely project delivery.
- Lead bidding and construction-phase services, including bidding assistance, submittal reviews, field observations, payment recommendations, RFIs, and change orders as applicable.
- Maintain accurate project documentation, progress tracking, and financial performance reporting.
- Provide mentorship, technical guidance, and performance feedback to EIs and project team members.
- Delegate tasks effectively and support staff development through coaching, training, and design reviews.
- Adhere to and champion company QA/QC standards, ensuring accuracy, consistency, and quality across project deliverables.
- Identify new opportunities, support client account growth, and help develop strategic pursuits.
- Lead or contribute to proposal development, including project approach, scopes, schedules, level of effort, and interview participation.
- Leverage engineering design software to perform engineering calculations and modeling, as well as to produce project designs according to project specifications.
