Supply Chain Risk & Logistics Policy Analyst (Senior Consultant)

Technical Assent is seeking a Department of Defense / Department of War policy analyst to support the development of DoW-level policy documents concerning Commercial Support to Operations (CSO) and/or Supply Chain Risk Management (SCRM). The Office of the Deputy Assistant Secretary of War for Logistics is responsible for accelerating the adoption of CSO and SCRM standards and guidance across the Department, sharing identified supply chain or vendor risks, advancing the use of enterprise analytics, tools, and data, and establishing processes for elevating enterprise-wide risks to senior DoD leaders. The project provides expertise in supply chain risk management, logistics strategy and policy, supply chain operations, and asset management. The team supports the full lifecycle of defense-wide logistics and SCRM policies, monitors sustainment programs, and strengthens visibility, accountability, resilience, and auditability across critical defense supply chains and assets. This project focuses on the comprehensive modernization, systematic tracking, and cross-functional synchronization of all active logistics and supply chain risk policies, instructions, and directives maintained by the office. By implementing rigorous administrative controls, strong records management, risk tracking, and proactive stakeholder coordination, this effort ensures all logistics and SCRM guidance remains accurate, compliant, responsive to evolving threats, and aligned with modern warfighting requirements.

Role Description

The Senior Consultant will support Department-wide supply chain risk management (SCRM) across logistics and supply chain equities, including acquisition, sourcing, transportation, distribution, materiel, sustainment, readiness, and supplier resilience. This individual will analyze and draft policy, support staffing and coordination activities, assess Department-level impacts, and help translate SCRM requirements into practical guidance and implementation actions. The role requires strong DoW institutional knowledge, policy writing and analysis experience, executive communication skills, and the initiative to work independently across diverse stakeholder groups.

Key Responsibilities

• Support DoW supply chain risk management (SCRM) policy, oversight, governance, and enterprise coordination across logistics and supply chain disciplines.
• Analyze the impacts of SCRM policies, executive orders, guidance, and governance requirements across acquisition, sourcing, procurement, industrial base, transportation, distribution, materiel, maintenance, inventory, sustainment, readiness, and related mission areas.
• Draft, refine, staff, and coordinate policy documents, decision papers, briefings, talking points, memoranda, and status updates.
• Support the development and implementation of SCRM governance structures, processes, roles, responsibilities, and decision rights across DoW logistics and supply chain stakeholders.
• Track and manage logistics and supply chain equities, issues, risks, dependencies, and action items across DoW offices, commands, components, and mission stakeholders.
• Coordinate policy reviews, staffing packages, stakeholder comments, implementation activities, and follow-up actions across the Department.
• Prepare executive-level briefings, recommendations, read-aheads, and decision support materials for senior leaders.
• Assess how SCRM policies and governance decisions may affect DoW logistics operations, mission readiness, supply availability, supplier resilience, and critical dependencies.
• Translate policy, executive orders, and governance requirements into practical guidance and actionable steps for logistics and supply chain stakeholders.
• Support the development of oversight mechanisms, reporting cadences, performance measures, risk indicators, and implementation plans.
• Identify gaps, vulnerabilities, risks, and opportunities to improve SCRM execution across DoW logistics and supply chain functions.
• Facilitate communication up, out, and across the Department regarding SCRM priorities, decisions, risks, and implementation requirements.
• Support senior advisory activities in meetings, forums, working groups, and governance bodies.
• Operate as a self-starter who independently advances assigned work, anticipates coordination needs, and elevates issues requiring leadership attention.

Required Skills & Experience

• Bachelor’s degree.
• Minimum 5 years of relevant experience in policy analysis, supply chain risk management, logistics, acquisition, sustainment, transportation, industrial base management, or related defense or federal work.
• Strong policy analysis, writing, staffing, and coordination experience.
• Demonstrated familiarity with DoW organizational structures, missions, decision-making processes, and institutional stakeholder environment.
• Experience supporting DoW policy, oversight, governance, enterprise coordination, or senior leadership activities.
• Ability to assess the Department-level impacts of SCRM policy and governance decisions across logistics and supply chain functions.
• Working knowledge of logistics and supply chain disciplines, including acquisition, sourcing, procurement, transportation, distribution, materiel, maintenance, inventory, sustainment, readiness, and supplier resilience.
• Experience preparing briefings, decision papers, recommendations, talking points, memoranda, executive correspondence, and other senior-level products.
• Strong stakeholder coordination skills, including experience working across multiple DoW offices, commands, components, and mission communities.
• Ability to analyze complex logistics and supply chain issues, identify risks and dependencies, synthesize information, and develop actionable recommendations.
• Demonstrated initiative, sound judgment, and ability to work independently with limited direction.
• Strong written and verbal communication skills, including the ability to communicate with senior leaders and functional experts.
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
• Must be available to work on-site in Alexandria, VA, up to five days per week.
• Secret clearance required.

Preferred Skills & Experience

• 8+ years of relevant experience in DoW policy, logistics, supply chain, SCRM, acquisition, sustainment, or related defense or federal functions.
• Experience supporting DoW headquarters, component, command, or enterprise-level logistics and supply chain policy or governance.
• Familiarity with defense industrial base risk, critical dependencies, supplier resilience, strategic materials, production capacity, transportation networks, and supply availability.
• Experience coordinating policy staffing packages and resolving comments across organizations with competing priorities.
• Experience assessing cross-functional impacts across logistics, acquisition, operations, sustainment, and readiness communities.
• Experience supporting senior DoW leaders, executive forums, working groups, or governance bodies.
• Familiarity with DoW acquisition, logistics, operational, and mission-support processes.
• Experience developing oversight frameworks, performance measures, reporting mechanisms, risk dashboards, or implementation plans.

The Senior Consultant is expected to approach assignments in the context of the Government's broader mission and objectives, anticipate risks and stakeholder needs, and support decisions through well-researched and data-driven analysis. The role requires the ability to independently manage assigned work while contributing effectively within a consulting team. These expectations align with Technical Assent's Senior Consultant level.

Work Location

On site at client facility in Alexandria, VA (Mark Center), up to 5 days per week.

Salary Range

For individuals assigned and/or hired to work in Virginia, Technical Assent is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to Virginia and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At Technical Assent, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $110,000 to $130,000.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
