Human Resources Specialist (Labor Relations)

Learn more about this agency Duties Help The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. This position is located in the Office of Human Resources, Labor Relations Division and serves as the U.S. Patent and Trademark Office (USPTO) expert on matters and policy related to collective bargaining negotiations. - You are passionate about developing a coherent labor relations negotiation strategy based on an understanding of the legal requirements and the mission, policy, and procedures of the agency.
- You are eager to serve as chief negotiator responsible for the conduct of collective bargaining/negotiations.
- You are excited to conduct substantive preliminary studies, reviews, and analyses of major and subordinating human resources and Agency programs and workplace environment issues.
- You are able to develop a coherent labor relations negotiation strategy based on an understanding of the legal requirements and the mission, policy, and procedures of the agency.
- You are motivated to formulate plans and proposals for issuance of new guidance or revision of existing policies to accommodate new law, regulations, policies, and procedures emanating from OPM.

- Time-in-grade/band requirements must be met by the closing date of the announcement.
- Experience leading collective bargaining/negotiations of union contracts; providing advice on developing management proposals, negotiating strategies, and when the union's proposals may be non-negotiable under federal law and regulations.
- Experience serving at a senior level conducting negotiations and developing coherent labor relations negotiations strategy based on understanding of legal requirements and the mission, policy and procedures of the organization.
- Experience consulting with senior management and researching historical data to make determinations that impact unions.
- Experience developing additions and or revisions to policy guidance to accommodate new law, regulations, policies and procedures.
