The primary purpose of this position is: Serves as the Global Activities Squadron (GXA) Senior Advisor for Human Intelligence (HUMINT) operations focused against foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities and employment.

Duties

Help

DUTY 1: As the HUMINT Tradecraft Advisor, serves as the Air Force's expert on overt HUMINT collection techniques and procedures, shaping squadron HUMINT operational and training programs and policies.

DUTY 2 : Collaborates with the Intelligence Community and mission partners. Recognized authoritative expert on Air Force overt Human Intelligence capabilities who represents squadron, NASIC and Air Force HUMINT equities to Air Force and Intelligence Community partners.

DUTY 3 : As the squadron's senior civilian and recognized HUMINT civilian development and management expert, mentors both supervisors of civilian personnel and civilian personnel within the squadron.

DUTY 4 : Designs plans to secure necessary resources and supports execution of the Air Force HUMINT mission.

• Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
• Employee must successfully complete a CI-scope polygraph examination.
• Advanced certification in Strategic Debriefing HUMINT operations is highly desired. HUMINT Operations certification through an accredited course is required.
• A bachelor's degree or course work in international relations. political science, aerospace engineering, computer science or foreign language capability is highly desired.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Must possess extensive knowledge and experience in HUMINT operations as they relate to foreign aviation, air defense, cyberspace, space, missile, and advanced technology capabilities and employment. Must possess extensive knowledge of HUMINT operational concepts and policies. Position requires intimate understanding of intelligence oversight, legal rights of US citizens regarding intelligence, and Intelligence Community (IC) standards for operational coordination and deconfliction. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of HUMINT collection methods, techniques, and practices in order to mentor unit HUMINT collectors and ensure operations meet DoD and US Government policies and guidelines for effective, safe, and ethical HUMINT activity.
2. Comprehensive knowledge of intelligence oversight, legal rights of US citizens regarding intelligence, and TC standards for operational coordination and deconfliction of HUMTNT operations; knowledge of advanced HUMTNT methods to include the operational design, assessment, management, and debriefing of human sources of intelligence in a manner that efficiently answers US Air Force intelligence gaps.
3. Knowledge of the national IC, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and skill in coordinating and deconflicting operations with DoD entities, US Government agencies, and US Embassies.
4. Skill in collecting and reporting information of intelligence value to DoD and IC consumers and tailoring day-to-day work to meet intelligence requirements; skill in communicating effectively with national and DoD HUMINT, Air Force, and IC counterparts, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise proposals and reports, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
5. Knowledge of DoD programming and resource processes; experience communicating resource requirements, budgeting and programming for resource growth; expert skills in executing Program Management responsibilities; acumen planning, organizing, and directing HUMINT collection methods, techniques, and practices across a wide variety of concurrent projects; knowledge of contract administration and termination techniques sufficient to direct resource manager and represent programmatic status to expert community stakeholders.
6. Expert skills in building teams, and masterful ability to mentor, guide and coach junior team members from across NASTC and the TC; masterful ability to collaborate with other teams to maximize best practices, enable cost-sharing, and leverage lessons-learned.

CONDITIONS OF EMPLOYMENT CONT.

• Drug Testing : This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• A master's degree is desired.
• Employee is subject to irregular duty hours and may be subject to working overtime and weekends. This work is mostly sedentary performed in an office setting. Prolonged periods of sitting, reading, and intense data analysis are typical.
• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
