Job Overview The Department of Agriculture, Conservation and Forestry’s Land Use Planning Commission (LUPC) announces an Environmental Licensing Specialist II vacancy (Position Number: 01750-0357). This permanent, full‑time, year‑round position is classified as Grade 25 (Professional/Technical Unit) with a salary range of $26.16 – $36.69 per hour. The role is located in Wilton and is a hybrid telework/office position, eligible after the probationary period. Responsibilities Review permit applications, enforcement cases, and prepare decision documents. Conduct field visits and inspections within the Western Region and other regions as needed to assess development, land uses, and compliance with land use standards. Analyze and interpret environmental laws, rules, and regulations applicable to the LUPC service area. Prepare technical reports, recommend actions, and communicate findings orally and in writing. Maintain caseload oversight and collaborate with public stakeholders and internal teams. Assist with planning projects that have a local or regional focus. Support outreach and educational activities related to land use planning. Minimum Qualifications Intermediate education, training and/or experience in environmental science or a related scientific field with demonstrated ability to analyze and process permits, applications, licenses, and technical information; or experience working with environmental laws, rules, regulations, and complex technical evaluations. Experience investigating, assessing, and evaluating land use activities for compliance with zoning and/or regulatory requirements. Demonstrated ability in communicating regulatory requirements, conflict resolution, negotiation skills, permit writing, and report writing. Preferred: previous caseload oversight experience.
