In this role, the incumbent actively directs a diverse portfolio of programs, projects, and innovative acquisition strategies from inception through completion.

Duties

Help

• Integrate all district functions, stakeholder needs, regulatory requirements, and other agencies' commitments in support of assigned projects into a comprehensive management plan.
• Formulate, develop, and execute comprehensive Project Management Plans (PMP) and Program Management Plans (PgMP).
• Coordinate study, planning, design, cost engineering, and construction activities for projects of considerable scope and complexity, often complicated by diverse stakeholder interests, technical intricacies, and special acquisition strategies.
• Provide expert input for the continuous improvement of process and refinement of best practices for district-wide programs.
• Seek out, consolidate, and analyze disparate information from multiple sources to provide cohesive, actionable intelligence for HQ, regional, and district leadership.
• Manage project milestones and budget throughout the project or program lifecycle.
• Analyze cost reports, identify and correct unauthorized charges, and take corrective actions to maintain agreed-upon schedule and cost.
• As the designated point of contact, represent the District Commander in communications with stakeholders, including Federal, state, and local agencies, Congressional interests, and Partner Nation representatives.
• Lead the negotiation of all required stakeholder agreements.
• Provide trend analyses, status updates, and recommendations to guide decision-making.

• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time including OCONUS travel.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes1. Develops and manages project budgets and schedules to ensure funding commitments are met for Interagency and International Services and military; 2. Oversees work on large technical support efforts as well as for design and construction projects and programs with an emphasis on project controls; and 3. Creates project and program deliverables, to include trend analysis, project and program schedule retrieval, analytical evaluations, interpretation, and decision briefs for review by higher officials and stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
