Classification: Non-Exempt 10; $26.85 - $29.38 per hour

No. of Openings: 1 - 40-hour Full-Time Position


General Summary:

This is a responsible and specialized clerical and technical position that provides support to the Assessor in all aspects of the discovery, listing, analysis and valuation of all real estate located in the Town for purposes of taxation.


Responsibilities include maintaining computerized assessment information by inspecting and listing real estate by including measurements and photographs; assisting in town-wide reviews of all properties for periodic valuation updates; assisting taxpayers and dealing effectively with the public concerning department activities all under the general guidance and direct supervision of the Assessor. Performance is evaluated based on daily observation and results.


Essential Functions:
  • Determines assessed valuations of residential properties, as directed.
  • Navigates Code Enforcement software; enters permit information data into the assessing database; and schedules inspections of properties relative to those permits.
  • Performs field inspections, including measuring, listing, and photographing properties for purposes of updating assessing records; contacts property owners and realtors to request interior inspections.
  • Reports to the Assessor on residential values and value changes and makes suggestions as to improvement of the CAMA (computer assisted mass appraisal) system. Answers questions regarding property values and property record cards.
  • Interprets architectural and engineered drawings.
  • Provides property owners with information and applications related to all exemption programs.
  • Researches new building materials, H.V.A.C. products and building styles for the purpose of determining how these updates may affect property values.
  • Maintains Certified Maine Assessor (CMA) designation through continuing education credits.
  • Answers telephone; assists with walk-in customers of the Assessing Department.
Other Duties and Responsibilities:
  • Perform other work as may be required in support of the Assessing, Code Enforcement, and Planning Departments.
Competencies:
  • Working knowledge of general office practices and procedures, laws, rules and regulations governing assessment of property taxes;
  • ability to recognize and analyze factors influencing property values;
  • familiarity with MS Office, Excel, Outlook and Word programs and specialized tax assessing software including Vision Appraisal and MyGov;
  • excellent oral and written communications skills; and
  • the ability to maintain confidentiality and maintain working relationships with employees, department heads, public officials, contractors, and the general public.
Required Education/Experience:
  • High school diploma; some college-level or appraisal courses preferred;
  • five (5) years' experience in the assessing, real estate, or the appraisal field; and
  • working knowledge of State statutes governing assessment of property taxes; or
  • any equivalent combination of education and experience which demonstrates possession of the necessary knowledge, skills and abilities needed to accomplish the essential functions of the position.
Additional Eligibility Qualifications:
  • Maine driver's license, Class C;
  • Computer literacy and experience with Microsoft Office products, and specialized assessing, appraisal; and
  • Current Certified Maine Assessor (CMA) designation.

Working Conditions/Physical Demands:

Moderate to strenuous physical effort required; normally seated or standing with freedom of movement on a regular basis; operating office equipment, and handling books and supplies. Extensive periods may be spent operating a computer and standing. Use of hands and wrists in frequent repetitive motions. Interaction with others via face-to-face communication, telephone, email, and written correspondence. Flexibility of motion - up and down a lot assisting staff and citizens; ability to lift up to 25 pounds is required. Requires regular field work with walking on uneven surfaces in all weather conditions in the inspection and measuring of building and structures, including attics and basements.
