Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, in Office of Acquisition Management Irving, Texas; Orlando, Florida; Washington, District of Columbia. Duties As a Contract Specialist, at the full performance level, you will perform the following duties: Providing contracting guidance and assistance to customers throughout the acquisition process. Develops and processes contracting actions for complex supply and service requirements. Evaluates offers and conducts negotiations in support of contract awards. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate). OR A 4-year course of study leading to a bachelor's degree with a major in any field; At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Duties You qualify for GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Performing cost and/or price analysis for contracting actions; Reviewing procurement requirements and determining contract type and acquisition timeliness; Preparing solicitation, including contract requirements and evaluation criteria; and Reviewing proposals and developing negotiation strategies. Selective Placement Factor(s) Applicants must hold a Legacy FAC-C Certification (Levels I, II, or III), Legacy Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (Levels I, II, or III) or a Department of Defense (DOD) Contracting Professional Certification.
