Hebble Ave., Fairborn OH 45324 Job Type: Full-time Job Number: 00229 Department: Finance Department Opening Date: 06/18/2026 Closing Date: 7/9/2026 11:59 PM Eastern Description Under the general direction of the Finance Director, assists the Finance Director to manage, supervise and coordinate the operations of the Finance Department. Oversees and performs departmental budget, cash and debt reconciliation, and accounting tasks. Responsible for performing a variety of tasks of considerable difficulty in the administration of the City's financial department. Serves as the acting Finance Director in his/her absence. Performs other work as required. Example of Duties Assists the Finance Director to oversee and direct department operations. Serves as Finance Director in the Director's absence. Assumes management responsibility for financial operations and preparation of reports which would include the general ledger, periodic and annual financial reports, cash and debt reconciliation and grant management programs. Assistant Finance Director manages audits, supervises bank reconciliations and all general ledger transactions. Reviews and approves ACH/wire transactions completed by staff and collaborates with staff to complete journals and other transactions. Collaborates with City Departments on the development of 5-year Capital Improvement Plan, Comprehensive Annual Financial Report, County Auditors Report, annual department and city-wide budgets. Oversees Accounts Receivable, Accounts Payable and Accounting functions, including associated staff. Assistant Finance Director assigns work activities for their direct reports (3 FTEs), including projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems; assists in selecting, training, motivating and evaluating department personnel; provides and/or coordinates staff training; works with department employees to correct deficiencies; implements corrective action procedures. Collaborates with Finance Director in the development and administration of the City's annual budget which involves monitoring budgets, collaborating with Departments staff, reviewing and approving budget requests. Assistant Finance Director enters monthly supplemental budgets, revenue adjustments and communicates changes to the County Auditor's office. Performs accounting tasks including the monitoring of cash flows, reconciling the general ledger and related accounting records to ensure accuracy; prepares periodic and annual comprehensive financial statements; ensures accuracy and completeness of all statements. Reviews invoices, requisitions, journal entries and budget transfers for accuracy in the workflow before final review and signature from Finance Director. Performs related duties: completes special reports requested by the Finance Director; may serve as liaison for the Finance Department with other City departments, divisions and outside agencies; prepares and presents staff reports and other necessary correspondence; stays abreast of new trends and innovations in the fields of finance, accounting and taxation. Typical Qualifications Bachelors degree in Accounting, Public Finance, or other closely related field, and a minimum of five (5) years of increasingly responsible experience in governmental accounting, including three (3) years of progressively responsible supervisory experience, or an equivalent combination of education and experience. Certified Public Finance Officer (CPFO), Certified Government Finance Officer (CGFO) and/or CPA desired. Valid Ohio Driver's License. Knowledge, Skills and Abilities Knowledge of generally accepted accounting principles (GAAP); principles and practices of the governmental accounting standards board. Knowledge of internal controls. Knowledge of good supervisory principles and practices including employee training and development. Knowledge of municipal finance, budget preparation and administration. Knowledge of cash management and investments. Knowledge of debt management and bonding procedures, practices and policies. Knowledge of federal, state and local laws, and Ohio codes and regulations. Skill in reviewing and developing new ideas for operational efficiency or recommending revenue enhancements. Skill in financial software programs and standard office software including Excel, Word, PowerPoint, etc. Experience with Tyler MUNIS, SSI:VIP or similar applications desired. Ability to interpret extensive variety of technical material from books, journals and manuals; understand, interpret, and apply laws, rules, or regulations to specific situations. Ability to analyze and implement new procedures and ideas to foster a climate of continual improvement and enhance internal controls. Ability through independent judgment to define problems, collect data, establish facts, and draw valid conclusions or alternatives to difficult financial, personnel or operational issues. Ability to develop complex reports; use proper research methods to gather data; communicate effectively in written and verbal form; prepare and deliver speeches and presentations. Ability to develop and maintain effective working relationships with co-workers, subordinates, vendors, Council members and others. Ability to supervise employees which includes commending, motivating, counseling and disciplining employees. Ability to handle sensitive inquiries from and contacts with officials and general public. The City funds 75% of the deductible after successful probationary period expiration as approved by the annual budget. Dental Insurance offered through Delta Dental (employee pays 10% of monthly premium). Vision Insurance is offered through EyeMed (employee pays 10% of monthly premium). AFSCME employees follow their bargaining unit agreement for dental, vision, hearing and life. Term Life Insurance is paid by the employer.
