Policy Analyst / Sr. Policy Analyst

Policy Analyst / Sr. Policy Analyst Position within the Energy Policy & Markets Program of the North Carolina Clean Energy Technology Center (NC Clean Energy Technology Center), NC State University, supports projects such as the Database of State Incentives for Renewables and Efficiency (DSIRE), DSIRE Insight, Caroina DASH, and various Center reports and publications. The role involves research, analysis, stakeholder engagement, and collaboration with external partners and senior staff to develop new project ideas and proposals. Core Competencies & Responsibilities For Policy Analyst Entry‑level position with little relevant professional experience beyond relevant internships. Works under close supervision to develop core technical and programmatic skills in energy policy research and stakeholder engagement. Research & Analysis Conduct energy policy research and analysis for DSIRE, DSIRE Insight, and other Policy & Markets team projects. Track and analyze energy policy developments in a subset of states, including proposed legislation and regulatory proceedings. Track and analyze federal and local energy policy developments as needed. Review and update policy and program entries in DSIRE for a subset of states. Develop written resources such as white papers, best practices or model documents, fact sheets, and blog posts on energy policy topics. Collaboratively develop work products and proposals for new work products based on DSIRE and DSIRE Insight projects. External Engagement Share energy policy research and insights with external audiences through presentations, social media, and written analysis. Support stakeholder engagement and facilitation activities. Develop and maintain partnerships with non‑profits, public utilities commissions, state energy offices, local governments, utilities, and other organizations. Support the development of new grant proposals and other business development efforts of the Policy & Markets team. Respond to information requests related to clean energy and energy efficiency policy from policymakers, media representatives, and other stakeholders. For Senior Policy Analyst For new hires with 2–10 years of relevant work experience, or advancement from Policy Analyst with supervisor approval. Likely a co‑PI on a grant or carrying a significant role on a non‑grant initiative. Research & Analysis Serve as subject matter resource and informal mentor to entry‑level staff, providing guidance on technical work, professional development, and Center practices. Design and deliver training or educational content to targeted internal and/or external audiences (e.g., workshops, webinars, stakeholder briefings) within the area of specialization. Proactively identify opportunities for programmatic or operational improvement and communicate recommendations to supervisors or project leadership. External Engagement Serve as co‑PI or hold a significant role on grant‑funded or other major initiatives within the Policy & Markets team. Lead or co‑lead the development of new grant proposals and other business development efforts of the Policy & Markets team. May directly supervise an intern, including assigning and reviewing work and providing professional development guidance. Other Responsibilities Collaborate with other NCCETC programs and NCSU departments on projects with energy policy components. Work with interns to help provide oversight and learning opportunities. Manage well‑defined projects and initiatives for the Policy & Markets team. Qualifications Minimum Education and Experience For Policy Analyst Bachelor’s degree in environmental studies, public policy, political science, economics, or a related field. For Senior Policy Analyst Bachelor’s degree in environmental studies, public policy, political science, economics, or a related field and two or more years of relevant professional experience (a Master’s degree may count as one year of professional experience). Other Required Qualifications For Policy Analyst Introductory understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation. Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects. Excellent attention to detail. Excellent analytical and organizational skills. Excellent written and oral communication skills with co‑workers, clients, and external partners. Willingness to travel as needed. Preferred Qualifications For Policy Analyst Advanced degree in energy or environmental policy, public policy, or a related field. Applied knowledge of clean energy policy and utility regulation. Strong knowledge of clean energy policy regulation, especially policies and regulations relevant to residential and community solar energy in North Carolina.
