Compensation: $65.00 - $67.00 / Hourly / W2

Position Summary

The Senior Business Data Analyst functions as a hybrid Business Analyst and Product/Vendor Specialist role supporting registry, data submission, reporting, and business intelligence products within the Information Technology division.

The Analyst is responsible for managing and executing the software vendor certification lifecycle for registry and data collection platforms. This role serves as the primary technical and functional liaison between internal business stakeholders and external software vendors, ensuring vendor applications comply with functional requirements, data standards, data dictionaries, and submission specifications prior to production use.

This position works closely with business, product, IT, and Business Analyst teams to deliver consistent, high-quality vendor onboarding and ongoing certification support.

Major Duties and Responsibilities

Vendor Certification and Coordination

• Serve as the primary point of contact for vendors during the certification process, including scheduling certification calls, managing test cycles, and tracking progress through completion.
• Coordinate and execute certification activities for new and existing vendors, including platform upgrades, enhancements, and onboarding of new products or programs.
• Lead functional walkthroughs during vendor demonstrations to verify required workflows, data entry capabilities, exports, integrations, and system controls.
• Document issues, defects, and gaps identified during certification; communicate findings clearly to vendors and internal stakeholders.
• Support ongoing certification activities associated with product enhancements, minor releases, and major upgrades.
• Assist in preparing and releasing updated vendor certification packages, including change documentation and revised technical specifications.
• Maintain accurate records of vendor certification status and ensure certified vendors are properly documented in internal systems and approved vendor listings.

Business and Requirements Analysis

• Apply best practices and strong problem-solving skills to diagnose, evaluate, and resolve complex business and technical issues, escalating as appropriate.
• Elicit stakeholder requirements through interviews, document analysis, workshops, and workflow analysis.
• Distill complex information into actionable requirements based on business and user needs, and decompose high-level features into detailed functional requirements.
• Capture, define, analyze, and translate functional and non-functional business requirements into activity diagrams, system use cases, and supplemental specifications that support software development.
• Create wireframes and mockups to represent proposed system functionality.
• Author requirements using SQL logic or pseudocode to support metric development, data validation, and traceability.

Collaboration and Continuous Improvement

• Coordinate requirements walkthroughs and stakeholder signoffs, ensuring use cases and process models accurately reflect business needs.
• Serve as a subject matter expert for assigned products, applications, and data solutions.
• Partner with Quality Assurance teams to validate system acceptance testing (SAT) and user acceptance testing (UAT) plans and scripts to ensure high-quality application delivery.
• Work closely with technical teams to ensure functional requirements are accurate, complete, and reflected appropriately in solution designs.
• Promote continuous improvement by identifying opportunities to streamline certification workflows, strengthen documentation practices, and improve data quality.
• Stay current with emerging technologies and industry best practices to recommend practical improvements to tools, processes, and vendor integration approaches.
• Perform other duties as assigned.

Required Qualifications

• Exceptional verbal and written communication skills, including the ability to explain complex requirements to both technical and non-technical audiences.
• Proven ability to manage multiple priorities in a fast-paced, cross-functional environment while meeting deadlines.
• Strong aptitude and willingness to learn new technologies, tools, and evolving data submission standards.
• Demonstrated business analysis experience, including eliciting, documenting, and validating functional and non-functional requirements.
• Strong analytical and problem-solving skills with the ability to diagnose issues, evaluate options, and escalate appropriately.
• High attention to detail and a track record of producing quality deliverables, including requirements documentation, workflows, test artifacts, and status reporting.
• Ability to work independently and proactively, with strong follow-through when coordinating internal stakeholders and external vendors.
• Customer-focused mindset with the ability to build trusted partnerships and deliver a positive vendor onboarding and certification experience.
• Working knowledge of data concepts and logic, including the ability to read and write SQL or SQL-style pseudocode.
• Experience working within Agile software development methodologies and collaborating with technical and QA teams to support testing, defect triage, and release activities.

Desired Qualifications

• Business Analyst training or certification (CBAP, CCBA, PMI-PBA, or similar).
• Bachelor's degree or higher.
• 6+ years of business analysis experience supporting software development initiatives.
• 2+ years of experience with Use Case diagramming, Business Process Mapping, Activity Diagrams, Sequence Diagrams, and UML.
• 2+ years of experience working with large datasets and databases.
• Proficiency in SQL and familiarity with XML and JSON structures.
• Experience with multi-tier web application architecture, preferably supporting data collection, reporting, or workflow-driven systems.
• Experience in healthcare, clinical data, regulatory reporting, or other highly regulated data environments preferred.
