No County Suffolk Street Address Connetquot River State Park Preserve 4090 Sunrise Highway City Oakdale State NY Zip Code 11769 Duties Description Under the direction of the Park Manager 2 (SG-21), the Park Manager 1, SG-18, at Connetquot River State Park Preserve coordinates all aspects of park operations and maintenance. Duties will include, but are not limited to, the following:• Manage all aspects of park operations, including but not limited to building and trail maintenance, special events, incident management, security, public relations, as well as the operation and maintenance of the Historic Trout Hatchery• Directly supervise, schedule, and evaluate permanent and seasonal staff to ensure that assigned tasks are completedcorrectly, safely, and in a timely manner• When requested by Park Manager 2, develop, prepare, and administer annual hatchery budget, covering all operating costs and equipment needs. This includes requisitioning supplies, materials, services, and equipment; the costs of production, maintenance, and training; and all other activities and administrative needs related to the trout hatchery.• Plan, delegate, and assist with the creation and completion of all park-related daily projects; develop seasonal maintenance schedules ensuring assigned tasks are prioritized, completed correctly, safely, and in a timely fashion.• Conduct counseling sessions, performance evaluations, interviews, and hire new employees• Assist with managing Temporary and Seasonal (T&S), Non-Personal Services (NPS), and Enterprise budgets• Oversee the collection of revenue, permit sales, toll booth operations, park office, gift shop, audits, bank deposits, equipment inventory, and other administrative duties• Oversee the processes for egg harvesting, fertilization, incubation, as well as all aspects of care for brood stock, eggs, fry, fingerlings, and yearlings, including coordinating with the fish culturists regarding fish disease control, treatment, and prevention procedures.• Provide and ensure completion of all mandated trainings with respect to Agency policies and procedures, park rules and regulations, and assigned equipment operation• Operate and train staff on how to safely use all park vehicles and equipment• While following state purchasing guidelines, procure materials and commodities, and reconcile all park purchases• Work closely with the Friends of Connetquot, volunteer groups, fly-fishing clubs, vendors, and other state agencies to assure NYS Parks’ mission is always met and maintain positive public relations through attending professional and agency meetings explaining fish culture and related programs; interacting with local fishing clubs, school groups, and media; conduct hatchery tours and participate in regional events.• Identify, inspect, assess, and oversee the mitigation of trees deemed hazardous and that pose a threat to public safety or property• Review patron incident and employee accident reports, track trends and alter management of issues and perform follow-up when necessary• Coordinate and work alongside Long Island Capital District on capital projects.• Other related duties Minimum Qualifications NY HELPS or 55-b/c Qualifications:NY HELPS QUALIFICATIONS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Six years of experience working in a park, recreational facility, or campus in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations or visitor services; maintenance; or environmental education or interpretation. Two years must have been at a supervisory level.;Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree** in a related field can substitute for four years of experience; a master’s degree in a related field * can substitute for five years of experience; and a doctorate** in a related field can substitute for six years of experience.***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. This information can also be found on the Internet at You must pay the required evaluation fee.***A related field may include environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management.Subsequent 55-b/c Qualifications:A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.Eligible List Qualifications:Currently reachable on the Park Manager 1 eligible lists.Reassignment Qualifications:You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 1, SG-18.Transfer Qualifications: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.For transfers, a list of approved titles is available through Civil Service GOT-IT at The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.For the duration of the **NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. The hiring rate listed combines the statutory hiring rate for PEF Grade 18 ($66,951) with the Location Pay ($4,000).
