Transportation Compliance Officer (TCO)

Position Summary
Noble Environmental is seeking a dedicated and professional Transportation Compliance Officer (TCO) to oversee transportation compliance for waste hauling operations. This position plays a critical role in ensuring all waste hauling vehicles, drivers, and transportation activities comply with company policies, Pennsylvania Department of Environmental Protection (PADEP) regulations, Department of Transportation (DOT) requirements, and landfill operating procedures.
The successful candidate will serve as the primary liaison between the landfill, waste haulers, local municipalities, school districts, law enforcement, and regulatory agencies while promoting safe operations and maintaining positive community relationships.
Essential Responsibilities
Transportation Compliance
- Monitor and enforce compliance with the company's Truck Routing Policy, School Bus Policy, and Rules of the Road.
- Conduct routine patrols and inspections along designated haul routes and at the landfill.
- Investigate transportation-related complaints from residents, municipalities, and other stakeholders, documenting findings and corrective actions.
- Monitor haul routes for litter and coordinate or perform cleanup efforts as needed.
Regulatory Compliance
- Perform waste hauling vehicle inspections to ensure compliance with PADEP, DOT, and company safety standards.
- Enforce overweight truck policies, including documentation and assessment of penalties.
- Conduct waste vehicle radiation monitoring and complete all required PADEP documentation for radiation incidents.
- Assist the Weighmaster personnel in maintaining PADEP Act 90 Authorization records.
Community & Agency Relations
- Serve as the landfill's representative during PADEP and law enforcement TrashNet inspections and enforcement activities.
- Maintain communication with local school districts and contracted transportation providers regarding school bus safety along designated haul routes.
- Represent the landfill at municipal meetings and public forums regarding transportation and compliance matters.
- Build and maintain positive working relationships with local officials, regulatory agencies, customers, and haulers.
Reporting & Operations
- Prepare monthly activity reports detailing inspections, violations, route coverage, complaints, and compliance activities.
- Maintain accurate inspection records and regulatory documentation.
- Work independently in the field while coordinating with landfill management.
- Assist the Landfill Site Manager with daily operational and compliance needs as required.
- Support customers and haulers in understanding and achieving compliance with PADEP and DOT regulations.
Qualifications
Required
- High school diploma or equivalent.
- Valid driver's license with a clean driving record.
- Ability to work independently with minimal supervision.
- Strong written and verbal communication skills.
- Excellent organizational, investigative, and problem-solving abilities.
- Ability to interact professionally with regulatory agencies, law enforcement, municipalities, customers, and the public.
- Ability to work outdoors in varying weather conditions and perform occasional physical tasks, including litter collection.
Preferred
- Experience in transportation compliance, environmental compliance, landfill operations, commercial vehicle enforcement, DOT compliance, or law enforcement.
- Knowledge of PADEP Solid Waste Regulations and commercial vehicle safety requirements.
- Experience conducting inspections, investigations, and preparing compliance reports.
Physical Requirements
- Ability to stand, walk, and drive for extended periods.
- Ability to lift up to 50 pounds occasionally.
- Comfortable working outdoors in various weather conditions and around heavy equipment.
- Ability to safely inspect commercial vehicles and navigate active landfill operations.
