Sexual and Reproductive Health Program Analyst (DSIS2/SPI) Provides advanced statistical techniques, mathematical modeling, and specialized programming to extract insights from complex health care data. Focuses on supporting Washington State’s Family Planning Only (FPO) Medicaid waiver and developing visualizations for policy decisions. Responsibilities Independently plans multiple medium-to-large complex data science projects in collaboration with internal and external partners. Combines multiple data formats and sources such as health care claims, medical records, surveillance data, surveys, and pharmacy data to meet analytic project requirements. Generates data products from structured and unstructured data using programming languages such as SAS, SQL, R, or Python. Conducts performance measure testing and validation, adhering to protocols. Applies medical coding such as ICD-10, CPT, and HCPCS codes to analyze health care data from multiple sources. Uses quantitative research methods common in scientific, surveillance, and epidemiological research to analyze and interpret data. Supports program monitoring and evaluation activities such as regression, clustering, or time series analysis. Investigates, solves problems, and performs exploratory data analysis to identify barriers and opportunities. Collaborates with peer analysts for methodological and technical peer review. Works with business analysts or owners to determine resolution of complex issues using innovative methods. Provides consultation to data requestors and users regarding access, feasibility, and statistical validity. Develops algorithms, builds data models, and automates data processing tasks. Informs complex data definitions and logic models for analysis and measures. Conducts data validity checks to identify and report errors and anomalies. Required Qualifications One of the following criteria: Option 1 Master’s degree or higher in informatics, data science, mathematics, computer science, statistics, biostatistics, epidemiology, or related quantitative field within health care, public health, or behavioral health. Option 2 Bachelor’s degree in a related field and at least two years of required experience. Option 3 Associate degree in a related field and at least four years of required experience. Option 4 At least six years of required experience. Required experience includes professional data science or informatics work within health care, public health, or behavioral health; at least two years with complex analytics, data visualization software, and programming in SAS, SQL, R, M code, or Python; demonstrated analytical skills with accuracy and detail. Preferred Qualifications Knowledge of medical and pharmacy coding such as ICD-10, CPT, HCPCS; health care business and systems; research methods; advanced statistical theory and techniques. Comfortable interacting with staff at all agency levels; strong workload management; ability to work effectively in a multidisciplinary team; excellent written and verbal communication. Advanced experience with large complex data sets; advanced SQL, R, Python, SAS or other programming; experience with visualization tools such as Power BI, Tableau.
