System Software Programmer

The System Software Programmer - Consultant will design, develop, and maintain financial and administrative applications for public health systems using the Angular framework. This role involves supporting DevOps practices, ensuring secure and reliable software deployments, modernizing legacy systems, and collaborating with cross-functional teams to meet business and regulatory requirements. The position supports strategic modernization of critical agency systems within a hybrid work environment. Responsibilities:

• Develop, enhance, and maintain applications using Angular and modern software engineering practices.
• Understand and support system architectures, integrations, and dependencies with enterprise platforms.
• Identify and address technical gaps, performance issues, and modernization opportunities in legacy systems.
• Maintain technical documentation, coding standards, and development procedures.
• Support all phases of the software development lifecycle including design, integration, deployment, and maintenance.
• Develop and maintain CI/CD pipelines to automate builds, testing, and deployments.
• Perform unit, integration, regression, and automated testing to ensure code quality and system reliability.
• Participate in system upgrades, code refactoring, security patches, and platform modernization projects.
• Support production deployments and collaborate with infrastructure teams for stable releases.
• Create and maintain documentation for architecture, APIs, integrations, and deployment processes.
• Provide technical guidance and share best practices across teams.
• Develop and maintain application logic and API integrations to ensure data integrity and consistency.
• Support reporting needs through system components integration with tools like Power BI.
• Troubleshoot data inconsistencies and improve system performance.
• Refactor legacy code and migrate applications to modern frameworks.
• Identify automation opportunities to improve efficiency.
• Collaborate with HR, Finance, and IT experts to translate functional needs into technical solutions.
• Participate in project planning, design reviews, sprint planning, and Agile ceremonies.
• Track work items in ticketing systems and report progress transparently.
• Assist in identifying technical risks and recommending solutions.
• Maintain compliance with IT development, security, and data protection standards.
• Work closely with cross-functional teams to ensure alignment with business and architectural standards.

• Bachelor's Degree in a relevant field.
• Experience with Angular framework and modern software development practices.
• Proficiency in DevOps practices including CI/CD pipeline development and maintenance.
• Knowledge of software testing methodologies (unit, integration, regression, automated testing).
• Strong understanding of system architecture, API integrations, and data integrity principles.
• Experience working in public sector or government environments.
• Ability to adhere to federal and state IT security and data protection regulations.
• Self-motivated and able to work under limited supervision.
• Current resident within the Eastern Time Zone.
• Successful completion of onboarding screenings: 7 Year Criminal History and Background Check, Credit Report, E-Verify.

• Experience with legacy system modernization and code refactoring.
• Familiarity with Power BI or similar reporting tools.
• Knowledge of Agile development methodologies and participation in Agile ceremonies.
• Experience with automation of manual workflows.
• Technical documentation and knowledge sharing expertise.

• Onsite presence required on the first day of employment to receive equipment.
• Subsequent onsite presence required as per project needs, approximately once per month to once per quarter.
• Relocation to South Carolina is not required.
• Only one level deep sub vendor usage allowed with prior approval.
• Must comply with strict onboarding security screenings.
• Work involves handling sensitive public health and administrative data requiring adherence to security policies.

• Full-time position, 40 hours per week.
• Hybrid work location with a combination of onsite and remote work.
• Position duration is 12 months with possibility for extension.
• Work hours aligned with Eastern Time Zone.
