Minimum Qualifications MA/MS degree in Psychology, Social Work, or other related field preferred. Bilingual in Spanish highly preferred. Minimum 2 years of supervisor/management experience. Minimum of 2-3 years of previous experience in providing direct services in the behavioral health field. Crisis Management Experience: Demonstrated ability to remain calm and composed during crises, and effectively manage priorities to address clients' immediate needs. Adaptability and Flexibility: The capacity to adapt to rapidly changing circumstances, adjust strategies as needed, and remain flexible in finding solutions tailored to a client’s unique situation. Completion of a 40-hour Domestic Violence Advocate training as mandated by the State of California, OES and Evidence Code 1037.1; training will be provided within one month of hire. Participants in the County’s Department of Public Social Services Greater Avenues for Independence (GAIN) Program or General Relief Opportunity for Work (GROW) Program are encouraged to apply. Requires the ability to independently use a computer, possess good communication/computer skills, have Microsoft Office skills, and learn necessary computer programs. Must maintain a valid California driver’s license, insurance and driving record which complies with agency’s insurance carrier standards. Must pass all applicable health, fingerprint/LiveScan and DMV clearances. Job Purpose The Program Manager I – DV provides leadership, vision, and direction for the Domestic Violence Program. The Program Manager I – DV is responsible for assisting the Division Director - Specialty Programs with the development and implementation of case management and comprehensive support services to adults and children who are impacted by domestic violence. This position will be responsible for ensuring compliance with County, State, and Federal contracts including CalWORKS as well as all agency policies and protocols. The coordinator helps ensure DV staff provide identified services to DV clients/families. The Program Manager I provides supervision and oversight for staff and provides direct case management services to clients and families. The Program Manager I – DV is an energetic self-starter who is able to function comfortably in both a team environment or independently, and relates well to co-workers and County representatives. This position requires flexibility and the ability to manage time and multiple tasks with little supervision. The individual in this position must be able to assume a wide range of responsibilities, provide timely responses to requests and deadlines and works well under pressure. Essential Job Functions
  1. Provides supervision, oversight and support to DV Shelter and Outreach staff as assigned.
  2. Assists the DD with coordination, implementation and oversight of all programming to ensure accordance with all legal, ethical, City, County, State, and Federal grants and contractual requirements.
  3. Ensure staff meet established service time expectations, documentation standards and other contract and/or agency requirements, policies and procedures. Provides coaching and corrective action to staff as needed.
  4. Provide on-call support on a rotating basis.
  5. Ensure 24/7 shelter coverage for clients and families.
  6. Provide crisis response services as needed, by phone and/or in-person:
a. Makes independent decisions and responds appropriately to manage and de-escalate emergency crisis situations with clients. b. Debrief with staff and supervisor afterwards. 7. Communicates promptly with Division Director around any matters related to risk, safety, mental health concerns including SI and self harm, and medical concerns. 8. Attend DV program meetings, off-site meetings and community events on behalf of Child & Family Center. 9. Supports and provides outreach services such as presentations, resource tables, and participating in community events as needed. 10. Monitor and answer hotline calls or outreach calls as needed. Coordinator will triage calls to determine appropriate services and resources. 11. Respond to all referrals and requests for service in an expedited manner. 12. Works onsite from shelter and Centre Pointe and oversees daily functioning which may include staff and client chores, grocery orders, facility needs, intakes/discharges, blog updates and review, monitoring hotline, and assisting with outreach support as needed. 13. Ability to ensure appropriate boundaries are adhered to with clients and services are delivered utilizing a trauma informed approach in all circumstances. a. Ensure staff receive Trauma Informed Care training and boosters as needed. 14. Requires the ability to demonstrate adaptability to a flexible work schedule, analyze tasks and perform them efficiently as directed. 15. Maintains a strength-based, flexible, individualized, helpful approach with clients/families and model this approach for DV staff. 16. Assists with client chart reviews to ensure record completeness and adherence with all contractual and Agency standards and requirements. 17. Conducts all administrative tasks in a timely manner, including but not limited to staff performance reviews, timecards, monthly trainings, and documentation review and approval. 18. Performs intakes, as needed, which may include referrals for individual counseling, crisis intervention, safety planning, temporary restraining orders, coordination of court/mediation accompaniment, general assistance with law enforcement, understanding court orders, and advocacy. 19. Provides case management, as needed, which includes ongoing assessments and developing individualized- goal oriented service plans to enhance safety, stability, and self‑sufficiency for the client and their family. a. Assists client in achieving goals through advocacy, information, and referrals, as needed. 20. Provides data entry/maintain client files into the electronic record-keeping system, Exym, including adding clients, maintaining updated client information, and discharging clients. 21. Ensures case management resources which include legal, health, substance abuse, employment, housing, education, and other survivor required services are up to date. 22. Facilitates DV and Life Skills education support groups, as needed, which educates clients on the dynamics of domestic violence, healthy relationships, and parenting skills. 23. Facilitates training for all DV staff to ensure compliance with all policies and protocols. 24. Provides transportation for clients, as needed. 25. Assists with coordinating donations for the DV shelter program. 26. Attends all training, staff meetings as required. 27. All other relevant duties as assigned and as requested. Work Schedule FLSA Status: Exempt – Full Time This position is in-person. Work-Week: Monday through Friday Actual work schedule is subject to change as agreed with Direct Supervisor and based on business/program needs. Supervisory Requirements Directly supervises DV Shelter and Outreach case managers facilitators and volunteers.
