Air Pollution Specialist

Job Description and Duties

If so, the Regulatory Development Section (RDS) is seeking a qualified and enthusiastic individual to join a multidisciplinary team engaged in a wide variety rulemaking projects that include, but are not limited to, vapor recovery systems for gasoline marketing operations (terminals, gasoline dispensing facilities, etc,), emission detection systems for crude oil and natural gas production facilities, stringent performance standards for small off road equipment and portable fuel containers, and stationary source test methods for criteria and air toxics pollutants.

Operating under the Monitoring and Laboratory Division's matrix management structure, the ideal candidate will contribute to all aspects of regulation development and program implementation. Typical duties include but are not limited to creating project timelines, drafting inter-divisional briefing materials, engaging with internal and external stakeholders, drafting regulatory text, staff reports, and technical support documents, facilitating public workshops and board hearings, and assisting in compiling rulemaking records and documents, and preparing population surveys, economic impact and emission benefit assessments.

The ideal incumbent will have the ability to work effectively and collaboratively with internal partners (including subject matter experts, economists, technicians, management, and legal staff) and a diverse group of external stakeholders (including regulated entities, industry associations, equipment manufacturers, consultants, air districts, other state agencies, and community based organizations). The incumbent will facilitate and represent CARB at one-on-one meetings, community meetings, and related public events. Occasional travel may be required.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The p ositions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

PLP Language:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal incumbent should have prior rulemaking experience at the local, state, or federal level including familiarity with California's Administrative Procedure Act or the Federal Administrative Procedure Act. Excellent oral and written communication skills. An understanding of the technical and policy issues underlying the intent of the proposed rule are essential for this position. The incumbent must be able to work independently or as part of a team; possess strong problem solving, organizational skills and strong work ethics, pays attention to detail; takes initiative, and adapts to new tasks. The ideal candidate must also exhibit courteous professional conduct in the workplace and while conducting public meetings, including dealing with challenging stakeholders or when change in direction is requested by upper management.
