Assistant Director of Human Resources (2026-2027 School Year) Harrisonburg City Public Schools – Central Office, Harrisonburg, Virginia Job Details Job ID: 5685393 Application Deadline: Posted until filled Posted: May 01, 2026 4:00 AM (UTC) Starting Date: Immediately Contract: 250 Days (July – June) Salary Scale: Supervisor/Coordinator FLSA Status: Exempt Revised: 06/2022, 4/2026 Position Type: Full-Time Salary: $78,644 to $110,901 Per Year Position Summary The Assistant Director of Human Resources will be responsible for supporting and co‑managing the entire employee life‑cycle including recruitment, onboarding, off‑boarding, retention, and staff engagement. Works directly with principals and other leaders to develop and follow a recruiting and screening process that is both effective and supports the school division’s strategic plan. Supports staff professional development and onboarding needs in collaboration with instructional leadership. Qualifications 3+ years of successful leadership experience with increasing responsibilities; experience supervising others; familiarity with school human resources operations. Graduate of an accredited college/university with a degree in Human Resources, Public Administration, Business Administration or related discipline. Masters Degree required. Classroom instructional experience in a content area preferred. Knowledge of best practices in human resources to improve the quality of instruction through effective staff recruitment, selection, development, and retention. Knowledge of principles and practices of organization, administration and human resource management including supervision, recruiting, training and performance evaluation. Knowledge of applicable federal, state and local laws, procedures and regulations applicable to human resources in public schools. Knowledge of data evaluation practices related to quantitative and qualitative analysis and reporting. Ability to support the operations and activities related to human resources. Ability to use data to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of organizational strategic goals and the challenges of human resources. Ability to coach principals and other leaders in best practices for staff recruitment and retention. Ability to work collaboratively with others to support school division objectives and strategic planning. Preferred certifications: SHRM Certified Professional (SHRM‑CP), SHRM Senior Certified Professional (SHRM‑SCP), Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR) or Post‑Graduate Professional certification (teaching license) in the Commonwealth of Virginia. Bilingualism (Spanish/English) is a plus. Experience working directly with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds. Familiarity with equity and inclusion frameworks. Models non‑discriminatory practices in all activities. Respects the worth, dignity and individual differences of others. Excellent written and verbal communication skills and the ability to present to diverse audiences to foster professional relationships and express and exchange ideas. Excellent interpersonal skills. Proficiency in the use of office and instructional equipment and technology with experience using Microsoft Office, Google Workspace, and email. Demonstrated leadership qualities and personal characteristics necessary for working effectively with students, teachers, administrators, and the community. Essential Functions Partner with the Executive Director to coordinate and facilitate the recruitment of all school staff, establishing recruitment campaigns to build pipelines of interested candidates for open positions. Actively build professional relationships with colleges, universities, technical schools and community partners in support of recruitment efforts for vacant positions. Support student teacher placement system and develop new opportunities to enhance the program. Attend and coordinate staff attendance at local and regional recruitment fairs; attend other recruitment opportunities that are identified as strategic recruitment opportunities. Manage hiring processes and make offer calls for non‑leadership staff across the division. Effectively collaborate with college and/or university educational placement offices and other school divisions to promote positive internal and external organizational relations. Assist with the recruitment and retention of qualified substitute personnel while making recommendations for enhancing these systems. Collaborate with principals and other leaders to identify ways to support the school division’s strategic plan through staff recruitment and retention. Foster, maintain positive relationships, and support building staff to enhance retention efforts. Collaborate with the Executive Director to develop structures that support and enhance the candidate selection process. This includes creating training materials for hiring committees and interview questions, and recommending best practices to promote consistent practice across the organization. Support the HR team in efficiently administering, supervising, and interpreting license regulations and procedures; and occasionally notify professional personnel of licensure renewal. Assist in implementing and refining staff onboarding/offboarding processes and communication. Conduct stay and exit interviews to gather data and recommend staff retention strategies. Ensure compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements. Support process of internal personnel transfers. Assist with development and implementation of the new teacher induction program. Report on the status of programs and services at the request of the HR Executive Director. Support Executive Director in preparing and submitting annual reports to meet the Virginia Department of Education reporting requirements. Occasional support of necessary compliance investigations, including Title IX and breaches of policy and supporting administration in corrective conversations. Stay informed of current Human Resource trends and programs for public schools in Virginia. Attend appropriate regional, state, and national conferences in the interest of improving human resources practices. Remain current with all local, state, and federal laws, policies and regulations that impact the school division. Attend school board meetings and provide reports on the status of programs and services in areas of primary functions, as requested. Takes industry standard precautions to protect students, staff, equipment materials, and facilities. Maintains appropriate state licensure; assumes responsibility for and participates in staff development (professional growth) and training to keep materials, supplies, and skills up‑to‑date. Follows appropriate safety procedures and properly maintains equipment. Actively participates in and attends all required meetings. Maintains confidentiality when appropriate. Complies with and supports school division policies, regulations, procedures, and the HCPS Strategic Plan. Effectively performs other duties as assigned by the immediate supervisor. Physical Demands / Work Environment Light work, lifting up to 25 pounds occasionally, and/or up to 10 pounds frequently. Regular travel throughout the school and effectively interact with students, staff, and community members. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; and subject to inside and outside environmental conditions. Occasional travel with students on field trips as necessary. Attendance at evening and weekend student or staff activities, Parent Teacher Organization meetings, and other functions, as required. Regular contact with staff members and parents/guardians is required. Not substantially exposed to adverse environmental conditions. Evaluation Performance will be evaluated in accordance with school board policy and administrative regulations on the evaluation of administrative or licensed personnel.
