Essential Job Functions (EJFs) Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Manages rehabilitation programming to ensure the goals are evidence-based, recovery oriented, trauma informed, and relevant to preparing patients for healthy living in the least restrictive environment by observing and evaluating the therapeutic staff. Conducts quality assurance assessments quarterly on all unlicensed Rehab Therapy technicians on all classroom instruction and patient documentation. 20% Ensures that the individualized needs of participants in Central Rehabilitation classes and activities are appropriately assessed and addressed to promote full and meaningful participation in rehabilitation services. Develops and monitors clinical and administrative performance indicators for the department and treatment units, contributes to the development and implementation of quality improvement initiatives with resource utilization and performance reports to support effective planning, accountability, and continuous improvement. 15% Maintains and supervises a workforce who are competent in the provision of high quality, recovery orientated, trauma informed individual centered care. The Rehabilitation Director engages in regular morning meetings, conducts in-service meetings, to help ensure staff are providing the most rehabilitation programming possible for individuals served. 15% Serves as a collaborating member on assigned councils, teams, forums, and committees to enhance the quality of care for individuals served and to promote the partnership between Central Rehabilitation Services and internal and external stakeholders. Promotes principles of customer service, patient satisfaction, and rights protection by fostering effective processes and collaborative relationships that enhance service delivery and consistently meet or exceed customer expectations. 15% Participates in the development, implementation, and management of all rehabilitation services and provides consultation and collaboration with departments, units, recovery teams, and administration to establish a comprehensive and active rehabilitation program aligned with individual recovery goals and objectives. Confers with executive management to develop strategic plans and establish long- and short-term departmental goals that support organizational priorities, effective service delivery, and continuous improvement. 10% Establishes coordination and integration of rehabilitation health services with other facility programs to support continuity of care, consistent procedures, and system-wide values. Actively participates in performance improvement initiatives, quality assurance activities, and collaborative planning efforts with executive leadership to strengthen service delivery and individual outcomes by preparing management and productivity reports. 10% Manages the departmental structure, policies, and procedures to ensure effective and efficient utilization of staff and available resources. Ensures department's compliance with operational standards set by the Health and Human Services Commission, local facility policies and procedures, The Joint Commission (TJC) standards, Centers for Medicare and Medicaid (CMS) conditions of participation, State Office Risk Management (SORM), and the Texas Administrative Code (T.A.C.). Ensure deficiencies are corrected within 45 days of report or as scheduled in the plan of correction. Participates in continuous process improvement and other activities to gain full compliance with The Joint Commission (TJC) standards, Centers for Medicare, and Medicaid (CMS) conditions of participation. 10% Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%) Knowledge, Skills and Abilities (KSAs) Knowledge of Major mental illness, its symptoms, and common treatments. Knowledge of Community mental health principles. Knowledge of Joint Commission of Accreditation of Healthcare Organizations (JCAHO) requirements. Knowledge of Principles of quality improvement. Knowledge of approved methods of facilitating, instructing, interacting, and supervising individuals Knowledge of behavior modification techniques Knowledge of recovery/trauma-informed care (TIC) Knowledge of an electronic medical record system Ability to communicate effectively and to interact cooperatively with staff, individuals, and volunteers. Ability to plan, develop, implement, and facilitate rehabilitation focused groups Ability to coordinate program activities. Ability to motivate and sustain individuals’ interest in rehabilitation groups and activities. Ability to observe, evaluate, communicate, and document individual progress. Ability to communicate effectively both orally and in writing. Ability to interact with staff and individuals effectively. Ability to train, instruct, and supervise the work of others. Registrations, Licensure Requirements or Certifications All applicants: Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy. Initial Screening Criteria Two years of experience with the standards, applicable rules, and laws related to CMS conditions of participation, The Joint Commission standards or other acute or hospital settings. AND Bachelor’s degree majoring in psychology, social work, nursing, rehabilitation, public health, public administration, healthcare administration, hospital administration, business administration, law, special education or related areas required. WITH Licensed or credentialed therapist in one of the therapy specialties. Current national registration, state licensure, or certification as required by law in the therapeutic specialty for which the Registered Therapist is to work. OR Minimum of five (5) years’ total work experience in mental health programing services, of which includes at least two (2) years’ experience in a lead or supervisory role, managing, supporting, and providing rehabilitation programming. Additional Information Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service. All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco and Terrell Center for Youth applicants must be 21 years of age. Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
