Asset Management Specialist Division of Public Works - Frederick

Overview Non-Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full-benefits This skilled technical position manages asset data for the Division of Public Works (DPW) using the Cartegraph Operations Management Software (Cartegraph). This position requires a variety of field and office work related to asset data collection, information gathering, equipment tagging, assisting with the development of fiscal forecasting and preventative maintenance plans. This position develops and coordinates data collection and reporting of information to support strategic planning and the prioritization of work to maintain and replace DPW’s assets. Supervision is received from the Department Head, Department of Professional Services. NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception. Responsibilities Collaborate with vendors and various departments to collect, integrate and maintain asset data through Cartegraph and other tools as necessary Oversee and maintain DPW asset data inventory by performing regular system audits to ensure quality control Serve as the Cartegraph system administrator by being the point of contact, managing system, and user settings Develop, compile, and generate Cartegraph reports Act as a liaison with various DPW departments to develop standard naming nomenclatures for data entry activities; create new asset categories and modify asset data Review equipment records, equipment histories, asset record data for accuracy and completeness; makes data corrections to assure data quality Drive vehicle to conduct field surveys and site visits to collect DPW asset data Manage and update CAD database of property floorplan inventory Enter new assets into Esri ArcGIS and Cartegraph and ensures asset quality entered by others Perform basic geographic analysis to create and update mapping projects; prepare and maintain locations and attribute records for physical assets Participate in the development of procedures to collect and maintain data records, including assignment of asset codes and location, manufacturer, type, and pertinent information describing the equipment in Cartegraph Participate in the development of asset inspection protocols; enter inspection criteria and frequencies in Cartegraph Coordinate with various DPW departments to develop preventative maintenance plans based upon manufacturer’s maintenance recommendation for assets; work with staff to define and create recurring maintenance activities in Cartegraph Using the standard reporting structure of Cartegraph, develop reporting tools providing information to management Assist in analysis of asset information to evaluate asset condition and maintenance priorities Work with staff to provide guidance and support in the operation, use, and capabilities of Cartegraph Assist with annual fiscal budget forecasting deferred maintenance and replacement planning Assist with development and documentation of efficient workflows and procedures Observe and comply with all County mandated safety rules, regulations, and protocols Track and verify inventory for highway yards; erosion control materials, pipe, headwall, sign material, snow removal material, etc. As well as fixed asset inventory. Track and verify inventory for Facility Maintenance; mechanical, electrical, plumbing equipment, elevators, solar panels, etc. Performs other related duties as required Qualifications and Requirements High school graduation or the equivalent Minimum of 3 years of work experience in asset management, infrastructure data management, or a related field Possession of a valid automobile operator’s license Intermediate skills in Microsoft 365 NOTE: Relevant additional education may reduce the work experience requirement Knowledge, Skills, and Abilities Ability to maintain County Authorized Driver privileges Ability to effectively organize work, determine priorities, and complete assigned duties with minimal supervision Strong computer skills and considerable knowledge in the use of spreadsheets, databases, and word processing software, and GIS software Knowledge of the theories, principles, and practices of asset management Knowledge of budget development, cost control, and experience in cross-functional project management methods and techniques Knowledge of resource management and optimization Ability to understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, and contracts Ability to analyze asset management data, identify problems, and recommend solutions Ability to access and effectively utilize automated databases and word processing/spreadsheet software Ability to communicate effectively and establish and maintain working relationships with county officials, employees, contractors, and the general public Strong and effective spoken and written (English) communication skills Preferences Work experience utilizing Cartegraph or other asset management software AutoCAD experience Work experience or training in a database environment Related experience in municipal/local government Physical Requirements / Working Conditions While working in this position, the employee is required to constantly sit and walk; and frequently drive While working in this position, the employee is required to constantly work indoors Available for varied working hours, as needed, to accommodate meetings and special departmental needs Examination Process An evaluation of training and experience One or more interviews #J-18808-Ljbffr
