Engineering Design Technician For Stormwater
The Engineering Design Technician for Stormwater performs technical work of inspecting and verifying that construction projects are built in accordance with the submitted plans and specifications. Reviews plans and specifications to ensure that they meet, or exceed Federal, State, and County standards. The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM.
Essential Functions:
- Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
- Receives and investigates timely citizen complaints, makes recommendations, and documents findings.
- Inspects County owned drainage retention areas for compliance with Environmental Resource Permits (ERPs).
- Inspects residential and commercial construction sites to ensure compliance with Stormwater Pollution Prevention Plans (SWPPP).
- Performs data collection tasks, such as asset inventory and other data collection as necessary.
- Inputs data into various software programs to maintain and update the County's GIS.
- Assists in maintaining the County's National Pollution Discharge and Elimination System (NPDES) permit requirements and reports.
- Assists with data collection and answer citizen's questions related to the Stormwater Municipal Service Benefit Unit (MSBU).
- Addresses timely citizens and contractors' questions by phone, email, and/or in person.
- Meets and coordinates with other county, state and federal staff as needed.
- Attends staff meetings, conferences, and other special events.
- Performs other duties as required.
Minimum Requirements:
- High School Diploma or GED equivalent; Bachelor's degree in engineering, preferred.
- Two (2) years' experience in general civil engineering design, site development, residential development, transportation projects, and stormwater related projects.
- Knowledge interpreting field surveys, site topography, plan review, site grading and construction.
- A comparable amount of training and experience may be substituted for the minimum requirements listed above.
Skills and Abilities:
- Knowledge in interpreting field surveys, plan review, and site construction.
- Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
- Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
- Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).
- Proficiency in GIS software required, and strong knowledge of Autodesk Civil3D preferred.
Certificates and Licenses:
- Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
- Must have or be able to obtain within one (1) year of employment, Florida Department of Transportation (FDOT) Intermediate Level Maintenance of Traffic and Florida Department of Environmental Protection (FDEP), Stormwater Management Inspector certifications.
- Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
- IS-100.c: Introduction to the Incident Command System (ICS)
- IS-700.b: An Introduction to the National Incident Management System
Physical Requirements/Work Environment:
- Requires a combination of sitting, standing, and walking.
- The job involves frequent lifting and carrying up to 20 pounds.
- The job requires frequent balancing, and occasional bending, squatting, and twisting.
- The job requires the completion of tasks that involve typing, operating foot controls/levers, driving automotive equipment, simple grasping, pushing, and pulling.
- The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
- The job may risk exposure to adverse weather and moving machinery.

Emergency Response/Recovery Activities:
- All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
