Human Resources (HR) is looking for a Supervisor II to join our team as the Strategic Solutions & People Analytics Section Leader! We are looking for a strategic, collaborative, and data-informed leader who asks the right questions, evaluates evidence thoughtfully, builds support for practical solutions, and follows through to results. The ideal candidate will bring experience leading professional staff and complex initiatives, advising leaders, improving employee experience, retention, processes, or services, and guiding strategic initiatives from planning through implementation.

This position is headquartered in Sacramento County at 1601 Exposition Blvd., Sacramento, CA 95815. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee’s office headquarters location are not reimbursable, other than authorized transit subsidies.

Effective July 1, 2025, in response to the budget deficit, the Department of Human Resources (CalHR) has implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 requires that each full-time employee working their assigned work schedule receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027.

Working Conditions

This position may be eligible for telework. In accordance with Government Code section 14200, only employees who reside in California are eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California’s current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Statement of Qualifications (SOQ) Instructions: A SOQ is required to apply. The SOQ will be used as a pre-interview screening tool. Applicants who do not follow the SOQ instructions and/or do not answer the prompt as stated below may not be considered.

This SOQ provides an opportunity to demonstrate, through clear and relevant examples, how your experience has prepared you to lead people, improve HR programs and processes, use information to guide decisions, build alignment, and follow through on results in support of a Simple, People-Centered HR. Focus on your individual contributions and outcomes rather than providing a general career summary.

Applicants must submit an SOQ that is no more than two pages, single-spaced, in Arial 12-point font, with their CalCareer ID and JC number listed clearly, and responses clearly labeled by question number. Responses should focus on relevant examples, individual contributions, and results achieved. The SOQ should supplement, not simply repeat, the application materials. Clear, organized, and visually readable presentation of information is important, including how effectively the information is communicated.

1. Notice and improve: Describe a time when you recognized an important workforce, employee-experience, HR service, process, or operational need and helped improve it. What did you notice or learn? What information or input did you consider? What solution or recommendation did you develop? How did you make the improvement practical and people-centered, and what was the result?
2. Lead and deliver: Describe a time when you led professional staff, a multidisciplinary team, or a cross-functional initiative through competing priorities or ambiguity. How did you create clarity, support and develop people, build alignment, address barriers, and follow through to completion? What was the outcome, and what did you learn?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience leading, supervising, and developing professional staff in a complex human resource, people analytics, organizational effectiveness, operations, or related environment.
• Demonstrated ability to translate broad organizational or leadership priorities into clear work plans, deliverables, timelines, measures, and sustainable operating practices.
• Experience using quantitative and qualitative information, workforce data, employee feedback, and operational insight to identify needs, assess risks, and inform recommendations.
• Experience designing, implementing, evaluating, or improving employee-experience and workforce programs such as onboarding, retention, stay or exit initiatives, workforce planning, or related HR services.
• Experience improving processes, workflows, tools, or service delivery to make HR support clearer, more accessible, responsive, reliable, and efficient.
• Demonstrated ability to build alignment, facilitate collaboration, advise managers and leaders, and communicate complex or sensitive information clearly.
• Experience leading initiatives from concept through implementation, including coordinating stakeholders, resolving barriers, tracking progress, and evaluating results.
• Strong judgment, discretion, accountability, and commitment to fair, inclusive, and people-centered HR practices.
