Job Description - Data Processing Manager (Water) (260000H0) Job Description Description Position Grade: 221M Department: Water Division Job Type: Full-Time (Permanent) Examination Number: EX1709 Location: St. Louis, MO Incumbents in this position manage the information system activities for the department which includes network administration, application development, system support, help desk and end-user training. Essential Functions and Responsibilities: Helpdesk and Desktop Support Management (Primary Focus) Helpdesk Leadership: Oversee daily operations of the Water Division IT support ticketing system. Monitor SLA compliance, ticket queues, and escalation pathways. Desktop Support: Direct the deployment, configuration, and troubleshooting of all staff workstations, operating systems, and core software suite applications. Hardware and Peripheral Management: Manage the provisioning, maintenance, and tracking of physical assets including printers, monitors, fax machines, mobile hotspots, and cellular devices. IT Lifecycle Management: Oversee the procurement, deployment, auditing, and secure decommissioning/recycling of all hardware assets. General IT Support: Act as the final escalation point for complex technical issues facing division end-users, providing exceptional customer service. Systems and Data Infrastructure (Backup and Cross-Functional Support) To ensure business continuity, this position will actively cross-train with and back up the fellow Data Processing Manager in the installation, repair, and maintenance of: Network Systems: Basic troubleshooting, routing, switching, and firewall maintenance. Billing and Utility Systems: Support the core operational billing software essential for division revenue and customer accounts. Applications and Webapps Support: Maintain up time, deploy patches, and troubleshoot internal enterprise applications and web portals. Database and Data Management: Assist with basic SQL administration, data queries, reporting needs, and ensuring data integrity across departmental databases. Knowledge, Skills and Abilities: Data Utilization: Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data and oversee the execution of these decisions. Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate and perform complex rapid adjustment on equipment, machinery and tools such as personal computers, modems, and/or related materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as, technical operating manuals, requisitions, procedures, and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals; requires the ability to interpret descriptive statistics. Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria. Environmental Factors: Tasks are regularly performed in safe and comfortable surroundings without exposure to adverse environmental conditions. Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as computer hardware. Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as evaluating products for purchase. Qualifications A Bachelor’s degree in Data Analytics, Management Information Systems, Computer Science, Information Technology, or a directly related field; plus five years of experience in information systems operations/support which includes network administration, application development/implementation, system documentation and end user training. OR an equivalent combination of education, training, and experience.
