Description

Under the direction of the Director of Procurement Services, the Deputy Director of Procurement Services provides leadership and operational oversight for procurement activities supporting Southern Illinois University School of Medicine (SIU SOM), SIU Physicians & Surgeons (P&S), and the SIU School of Medicine Foundation. The Deputy Director assists in developing and implementing procurement strategies that promote regulatory compliance, operational efficiency, fiscal stewardship, supplier diversity, and customer service excellence.
The Deputy Director oversees procurement operations, competitive sourcing activities, procurement compliance, supplier engagement, procurement systems, training initiatives, and the institutional Procurement Card (P-Card) program. This position serves as a subject matter expert on public procurement regulations and institutional purchasing policies while collaborating with stakeholders across the organization to support strategic sourcing, process improvement, risk mitigation, and effective resource management.
The position directly supervises procurement personnel, including the Procurement Card (P-Card) Administrator, Procurement Officer Specialist, Procurement Officer Supervisor and Office Administrator and serves as a key advisor to departmental leadership regarding procurement policies, procedures, and best practices.

Examples of Duties

I. Procurement Operations and Compliance Leadership 55%
1. Assists in the management and administration of procurement operations supporting SIU School of Medicine, SIU Physicians & Surgeons, and the SIU School of Medicine Foundation.
2. Supervises procurement personnel and provides leadership, coaching, performance management, and professional development.
3. Oversees procurement activities to ensure compliance with applicable federal and state laws, University policies, grant requirements, and institutional procedures.
4. Directs competitive sourcing processes, including invitations for bid, requests for proposal, requests for information, and other procurement methodologies.
5. Reviews procurement transactions and sourcing activities to ensure appropriate application of procurement regulations, ethical standards, and risk mitigation practices.
6. Assists with the development, implementation, interpretation, and continuous improvement of procurement policies, procedures, and internal controls.
7. Supports internal and external audits by preparing documentation, monitoring corrective actions, and ensuring ongoing compliance.
8. Prepares and coordinates required procurement reports for state agencies, regulatory entities, auditors, and University administration.
9. Analyzes procurement spending patterns, supplier utilization, and operational metrics to identify opportunities for cost savings, process improvement, and strategic sourcing initiatives.
10. Serves as a procurement resource for University departments by providing consultation, policy interpretation, and guidance regarding procurement activities.
11. Collaborates with campus stakeholders to identify business requirements, improve procurement processes, and enhance customer service.
12. Assists in the management of property agreements (leases, licenses, Facility-Use Agreements) in regards to the processing of internal and external paperwork as required by the Board of Trustees of Southern Illinois University, Illinois Procurement Code, State Finance Act, and the Criminal Code Act.
II. Strategic Sourcing and Supplier Management 15%
1. Assists in developing procurement strategies that support organizational goals and maximize value through competitive sourcing and supplier engagement.
2. Establishes and maintains productive relationships with suppliers, strategic partners, and purchasing consortiums.
3. Promotes utilization of cooperative purchasing agreements, statewide contracts, and strategic sourcing opportunities.
4. Oversees supplier performance and assists in resolving contract, pricing, service, and compliance issues.
5. Supports supplier diversity initiatives, including participation in Business Enterprise Program (BEP), Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), and Small Business outreach activities.
6. Represents the School of Medicine at supplier diversity events, procurement conferences, and professional association meetings.
III. Procurement Card (P-Card) Program Administration and Oversight 10%
1. Provides oversight of the institutional Procurement Card Program, including policy administration, compliance monitoring, risk mitigation, and program enhancement activities.
2. Supervises the Procurement Card Administrator and ensures effective management of card issuance, account maintenance, training, transaction monitoring, and record retention.
3. Reviews procurement card activity to identify policy violations, fraudulent activity, improper transactions, sales tax issues, split purchases, and other compliance concerns.
4. Investigates procurement card misuse and coordinates corrective actions, remedial training, and account administration activities.
5. Evaluates program effectiveness and recommends enhancements to strengthen internal controls, improve efficiency, and maximize program utilization.
6. Serves as a liaison with banking partners and vendors regarding procurement card administration, security concerns, fraud prevention, and program support.
7. Oversees development and maintenance of Procurement Card Program policies, procedures, training materials, and communications.
IV. Procurement Systems, Training, and Process Improvement 10%
1. Serves as a functional expert for procurement and financial systems utilized by the School of Medicine.
2. Collaborates with Information Technology and business stakeholders to improve procurement-related systems, workflows, reporting capabilities, and user experiences.
3. Develops and delivers procurement training programs for departmental personnel, cardholders, approvers, reviewers, and other end users.
4. Maintains procurement-related content, reference materials, process documentation, and training resources.
5. Evaluates procurement processes and recommends operational improvements to enhance compliance, efficiency, and customer service.
V. Reporting, Analytics, and Special Projects 5%
1. Develops procurement reports, dashboards, and analytical tools to support operational and strategic decision-making.
2. Conducts spend analysis, supplier utilization reviews, compliance assessments, and trend evaluations.
3. Assists with grant-funded procurement activities and special institutional initiatives.
4. Participates in University committees, workgroups, and projects as assigned.
5. Performs other duties as assigned.
III. Other 5%

Qualifications

1. Eight (8) years of specialized experience, including procurement operations, sourcing via purchase order/Procurement Card, contracting, supplier management, account management/reconciliation, financial analysis/auditing, or other related functions.
A Bachelor's degree may be substituted for up to three (3) years of the required experience.

2. Three (3) years of experience supervising professional staff or managing procurement/finance processes or operations.
A Master's degree may be substituted for one (1) year of the required experience.
