Black Hills Special Services Cooperative is seeking a dedicated Fiscal Program Specialist to coordinate on-going grants management and expenditure tracking, including generating reports, monitoring monthly budget spending, and working with funded partners to support data collection and evaluation, in collaboration with SDDOH, the federal government agency/funding source, and grant partners. Black Hills Special Services Cooperative (BHSSC) is a public entity that is an educational cooperative under the State of South Dakota. BHSSC is comprised of five divisions dedicated to aiding school districts, individuals, and the communities. Wage-$70,000.00 - $75,000.00 based on experienceJob Type-Full-time, non-exemptWork Location-Hybrid work opportunityCandidates should be located in Rapid City, Pierre, or Sioux FallsJob Description-Provide technical assistance, training, and support to grant-funded staff and partners to ensure projects are implemented effectively, remain on schedule, and stay within approved budgets.Coordinate grant administration by tracking activities, expenditures, payments, deliverables, outcomes, and preparing required templates, reports, and supporting documentation.Monitor financial performance by processing invoices and non-cash vouchers, reconciling budgets with expenditures, analyzing spending trends, forecasting future expenses, and collaborating with finance staff to meet fiscal requirements.Support data collection, evaluation, communication planning, and the development of grant-funded policies and procedures to ensure timely reporting and stakeholder engagement.Build and maintain collaborative relationships with partners, stakeholders, state agencies, and community organizations while researching and accessing information from state systems and resources as needed.Ensure compliance with federal and state regulations, HIPAA, organizational policies, and safety standards while maintaining confidentiality and accurate administrative records.Attend meetings, trainings, seminars, workshops, and conferences; operate standard office technology and software; and perform other related duties as assigned.Job Qualifications-Bachelor's degree in business, Public Administration, Finance, Health, or a related field, with a minimum of three (3) years of relevant experience; experience in project management, budgeting, and professional writing preferred.Proficiency with Microsoft Office Suite, particularly advanced Microsoft Excel, along with experience using databases and collaboration tools such as Word, Qualtrics, Zoom, and Microsoft Teams.Strong project management, organizational, and time management skills with the ability to manage multiple priorities, work independently, meet deadlines, and maintain exceptional attention to detail.Experience with financial management, including expenditure tracking, invoicing, billing, budget monitoring, data collection, evaluation, technical documentation, process improvement, and progress reporting.Excellent written, verbal, and interpersonal communication skills, with the ability to prepare reports, develop templates and procedures, deliver presentations, and effectively collaborate with staff, partners, stakeholders, and community organizations.Demonstrated ability to coordinate internal and external teams, build collaborative relationships, influence others toward shared goals, solve complex problems, and adapt to changing priorities.Ability to maintain confidentiality, interpret policies and procedures, apply sound mathematical and analytical reasoning, and exercise independent judgment in a variety of work situations.Valid South Dakota Driver's License required, with the ability to successfully complete required employment screenings, examinations, and interviews. Benefits-Health, Dental, and Life InsuranceHealth Savings Account OptionsSouth Dakota RetirementSick LeaveCompany Website-Bhssc.orgFor additional questions regarding this position, please contact Brooke Lusk, View phone number on ziprecruiter.com or View email address on ziprecruiter.com.
