Senior Financial Reporting & Analysis Manager

Nature of Work

Under the limited supervision of the Bureau for Medical Services (BMS) Director of Financial Services , this role performs expert-level accounting and reporting functions specific to BMS/CHIP programs . This position is responsible for highly specialized analysis, complex financial reporting, and data management to support the bureau's fiscal integrity.

Key Responsibilities

• Financial Reporting & Analysis:
• Prepare complex accounting and operational reports, including financial statements, revenue/expense summaries, reconciliations, and general transactions.
• Perform in-depth variance analysis and data reviews to ensure operational accuracy.
• Review professional accounting reports regarding investments, financial positions, and organizational policies.
• Compliance & Auditing:
• Evaluate program efficiency and analyze financial records for completeness.
• Ensure compliance with state and federal laws, as well as national accounting and auditing standards.
• Serve as the primary agency contact for managing and tracking requests from external auditors .
• Policy & Process Improvement:
• Assist in the development of policies and procedures for BMS/CHIP.
• Exercise independent judgment in interpreting pertinent rules, regulations, and policies.
• Evaluate operational procedures and recommend improvements to maximize efficiency and effectiveness.

Required Skills

• Technical Proficiency: Must be highly proficient with Microsoft Office Suite (specifically Word, Excel, and Access).
• Expertise: Demonstrated ability to perform complex, specialized financial functions under limited supervision.
• Adaptability: Ability to perform other duties as assigned to meet the evolving needs of the Bureau.

Minimum Requirements

Training: Bachelor's degree from an accredited college or university with at least 24 semester hours in accounting.

AND

Experience: Four (4) years of full-time or equivalent part-time paid experience in professional accounting, statutory accounting, auditing work, forensic accounting, public accounting, investigative and/or forensic auditing, certified fraud examining, or other directly related accounting.

OR

Substitutions: (1) Master's degree in accounting may substitute for two (2) years of the required experience. (2) Certification or registration as a Public Accountant in West Virginia may be substituted for the training and two (2) years of the required experience.

Preference will be given to applicants holding a Certified Fraud Examiner (CFE), Certified Forensic Accountant (CFA), Certified Valuation Analyst (CVA), or applicants who have completed a graduate certificate program in forensic accounting and fraud investigation.

Other Information

Substitution : An additional one (1) year of experience in accounting, auditing, bookkeeping, and/or finance may substitute for the required accounting semester hours at the rate of one (1) year of experience for every thirty semester hours.
