Health Administrator - Healing and Recovery Center - Muskogee

MINIMUM QUALIFICATIONS

Education - Bachelors Degree in Business Administration, Management or related field of study is required. A Masters Degree in a related field is preferred.

Experience - A minimum of two (2) years of experience in the health care management/administration field is required, preferably in a tribal environment.

1. Knowledge of the mission, objectives and goals of the comprehensive health care program of the Health System and initiate program improvements/modifications to meet the changing needs of consumer.
2. Skill in planning, coordinating, directing, and evaluating comprehensive public health programs. This skill must clearly demonstrate ability to effectively manage substantive health or health related services.
3. Knowledge of and demonstrated ability to apply sound management practices and principles related to organizing, allocating resources and developing/utilizing subordinate staff.
4. Knowledge of pertinent rules, regulations, policies and procedures in administrative areas such as personnel, finance, and procurement.
5. Demonstrated ability to effectively confront and deal with decision-making and interpersonal skills.
6. Ability to manage comprehensive quality assurance programs and accreditation requirements to ensure implementation and compliance.

JOB SUMMARY

The purpose of this position is to manage and direct the designated Health facility which may provide inpatient, outpatient, emergency and general medical services to eligible Native Americans and the general public. The incumbent is responsible for the day-to-day management, planning and organizing of health care delivery to the populations served by the Health System. This is an exempt position as applicable to the provisions of the FLSA.
WORK ENVIRONMENT

Work is performed in an office environment. Position will require travel.
PHYSICAL DEMANDS

Work requires the demands of normal office work. Work involves substantial pressure and requires a high level of emotional stability and control. Must be able to cope and adapt to constantly changing situations/demands while maintaining a professional demeanor. Required travel may be frequent.
ESSENTIAL FUNCTIONS

Satisfactory job performance will be determined by successful execution of the following:

1. Responsible for providing a coordinated, balanced preventative, curative and rehabilitative health program for the population serviced by the Health System.
2. Assure that operating procedures and plans are successfully implemented through direct services, contract services and full utilization of all available resources, i.e., Indian health hospitals and field clinics; contractual arrangements with tribal groups, private hospitals, clinics, pharmacies, physicians, mid-level practitioners and professional services.
3. Within the broad framework of policies, procedures and objectives prescribed by the CEO, the IHS and Health Systems Board, direct the administrative and professional staff in planning, development, coordination and direction of a comprehensive program of both preventive and curative health services within the jurisdiction of the service area.
4. Provide expert staff guidance through regular meetings to further maximize program effectiveness through all available resources in providing health services to the Indian and Non-Indian population through direct patient care and community health services such as health education, public health nursing, behavioral health and communicable disease control.
5. Responsible for overseeing that the health program is administered in such a manner as to correct deficiencies, identify problems/solutions, utilize all related resources, promote consumer involvement in planning/evaluation and to elevate the overall health status to the highest possible level.
6. Recommend training, promotions, reassignments, separations, counseling and other personnel actions relating to the Health System staff. Work daily with subordinate supervisors to enhance recruitment and review staffing problems, which may exist.
7. Ensure that new staff members and employees of the Health System are oriented on the total comprehensive program of the Health System and the overall goals, objectives and missions of the Health System.
8. Supervise department supervisors, develop annual performance ratings, review performance progress and rate performance annually according to the employee performance management system. Responsible for department supervisors to oversee performance standards for their staff.
9. Through the subordinate management staff, oversee administration of all property, supply, contractual support services, facility maintenance, clinical and auxiliary activities of the Health System.
10. Responsible for timely reports concerning recruitment/retention of key medical professional positions, staffing and needs of the consumer.
11. Responsible for ensuring that the hospital meets or exceeds internal and external standards, including applicable accreditation and Medicare/Medicaid standards.
12. Regular attendance is required.
13. Performs other duties as required.
