Associate Director

Job Summary The Associate Director receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. They formulate, implement, and monitor facilities management policies and programs, develop plans to meet objectives and deliver results, manage fiscal, physical, and personnel resources, and may manage multiple facilities and personnel. Under the general direction of the Director, the Assistant Director is responsible for managing campus-wide operations and maintenance functions for Housing, Trades, and Engineering, acting as a back‑up for ACSS, FLS, and Elevators, and supervising a core team of campus‑wide facilities management staff to ensure consistent, effective service across both campuses. Department Overview The Facilities Services Department (FS) is committed to creating an exceptional campus physical environment to support the research, teaching, health care, and community service mission of the University. FS employs over 465 professional staff/contractors and manages more than $95 million in operating funds and $28 million in capital funds annually across 9 million GSF of research, clinical, administrative, and auxiliary services space. The department is organized into five units: Operations & Maintenance, Engineering & Utilities, Infrastructure & Renewal Programs, Customer Service & Technology, and the Office of the Assistant Vice Chancellor. Key Responsibilities 15% Works with building planners to coordinate planning, design, and implementation of general and specialized facilities, new buildings, and modifications; acts as an advocate for limited resources and participates in long‑range and short‑range planning activities. 25% Ensures occupancy needs are met; oversees day‑to‑day operations of assigned buildings, manages service requests and work orders, initiates and manages maintenance, renovation, and remodeling projects, coordinates staff to address deficiencies and emergencies, and establishes policies to encourage equity across sites. 20% Manages project requirements, negotiates contracts, establishes budgets, oversees project programming and contractor coordination, and supports sustainability initiatives to reduce pollution, water, energy, and resource use. 10% Monitors adherence to master plans, budgets, and schedules; ensures mechanical, electrical, plumbing, and fire protection systems meet standards; plans and manages preventative maintenance programs and prioritizes maintenance needs. 20% Assumes full responsibility for staffing, training, development, and budgeting; supervises diverse staff; establishes standards and practices for emergencies, back‑up coverage, and communication; promotes a safety‑oriented, service‑oriented culture. 10% Builds partnerships across campus to meet the highest level of customer service; interacts with a wide variety of customers and stakeholders and represents FS for assigned buildings. Required Qualifications Bachelor's degree in a related field and 7–10 years of facility‑related experience managing and/or supervising maintenance operations and personnel in a complex university/college environment, large commercial, or institutional setting, or an equivalent combination of education and experience. Leadership skills to mentor and develop professional staff and contract employees across a multitude of disciplines. Valid driver license. Strong skills in management, regulatory compliance, and operations planning. Knowledge of building codes, fire/life safety regulations, and OSHA requirements. Strong verbal and written communication skills; ability to communicate clearly with customers, administrators, staff at all levels, and non‑University personnel. Experience and knowledge to inspect construction in progress (general and specialty structures) and read, sketch, and interpret plans and specifications. Broad knowledge in facilities management, space planning and allocation, security, fire and safety, and emergency preparedness. Experience developing renewal programs, advocating for funding, and allocating scarce resources; familiarity with APPA standards and national University best practices. Familiarity with maintenance procedures: preventive, predictive, corrective, and routine work requests that require coordination with electricians, plumbers, HVAC mechanics, and other repair technicians. Sound judgment and problem‑resolution ability demonstrated by a record of solving facilities‑related challenges. Ability to manage a multi‑site facilities operation and set up systems, records, and protocols to ensure equity at all facilities sites. Demonstrated track record in providing a high degree of customer service under stressful and complex conditions. Strong analytical, research, and report‑preparation skills to meet regulatory and budgetary reporting requirements. Preferred Qualifications Experience with sustainability and energy conservation programs; LEED experience. Knowledge of the special requirements of research‑related facilities; experience with a vivarium or animal facilities. University and/or medical center experience. Certifications: APPA CEFP, IFMA CFM/FMP, ASHE CHFM, BOMI RPA/FMA. Licenses Valid driver license. Your placement within the salary range is dependent on factors including your work experience and internal equity within this position classification at UCSF.
