Payroll Technician

The City of Casper is seeking a Payroll Technician to play an important role in ensuring our employees are paid accurately and on time. This position is ideal for someone who enjoys working with numbers, solving problems, managing detailed information, and providing excellent customer service. You'll support the City's full payroll cycle, maintain critical payroll records, help employees and supervisors navigate payroll questions, and ensure compliance with payroll requirements and deadlines. Incumbent is responsible for a variety of technical duties relating to the City's payroll. Receives general supervision from the Accounting and Budget Supervisor.
Typical Class Essential Duties
1. Provides technical assistance and information to employees, supervisors, and members of the public regarding payroll; handles general customer service inquiries and complaints to ensure quick, equitable, and courteous resolution. 2. Performs full-cycle payroll processing for all City employees including importing employee hours, entering adjustments, correcting errors, transmitting direct deposit files, and verifying payroll deposits and earnings statements each pay period. 3. Reviews all data entry on employee changes for timeliness and accuracy including new hires, promotions, benefit changes, W-4 updates, and other payroll related adjustments. 4. Processes off-cycle payroll checks as needed; reconciles and submits retirement files and other related documents and payments to various vendors; ensures compliance with City policies, procedures, and Federal and State regulations. 5. Ensures that the City meets legal requirements regarding payroll taxes and garnishments; provides payments to Wyoming Workers Compensation, the IRS, and other regulatory bodies; inputs, retrieves, and analyzes a variety of fiscal and statistical data relating to payroll; compiles, reviews, and files monthly, quarterly, and annual payroll reports. 6. Maintains position control, pay and deduction code master, vendor information, and general ledger expense lines in payroll software system; updates and distributes City holiday and pay day schedules annually. 7. Generates and distributes W-2's and corresponding reports within mandated timeframes; completes transfer of funds for payroll tax deposits and payroll deduction liabilities. 8. Keeps current on new trends, laws, and training in payroll. 9. Assists the independent auditor with annual audits of the City's payroll maintenance records. 10. Retains payroll records in accordance with applicable retention laws. 11. Participates in the coordination and administration of special projects, reports, or programs as assigned. 12. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. 13. Performs other duties of a similar nature or level.
Knowledge: (position requirements at entry): Knowledge of: Modern office procedures, methods and use of technological equipment including database management and use of software applications. Customer service principles. Data analysis methods. Record keeping and file management principles. Applicable union contracts, Personnel Rules and Regulation Manual, classification and compensation plan, and various applicable payroll regulations. Pertinent Federal, State, and local laws, codes, and regulations relating to employment law principles and practices. Accounting techniques and spreadsheet reporting. Basic operations, services, and activities of a payroll processing system. Principles and practices of payroll preparation, reporting, and maintenance. Methods and techniques of calculating various payroll deductions. Mathematical principles and practices. Computers and basic software programs. Abilities: (position requirements at entry): Ability to: Routinely demonstrate the City of Casper core values. Follow all City safety rules and procedures and immediately respond to/investigate observations or employee reports of accidents/incidents or unsafe conditions. Perform responsible administrative functions involving the use of independent judgment and personal initiative. Respond to and resolve difficult and sensitive questions and concerns; analyze situations and recommend courses of action. Organize records in an easily retrievable fashion. Operate a variety of modern office equipment and tools. Maintain confidential data and information. Work on a variety of tasks simultaneously in person and on the phone. Accurately proofread numerical and text data. Be flexible with assignments, which may change. Perform basic math calculations, including percentages, fractions, and concepts of the City's budgeting system, calculating payroll, and paid time off deductions. Prepare and maintain employee payroll and accounting records. Learn, apply, and communicate union contracts, employment agreements, City policies, procedures, laws, and regulations. Compose appropriate recommendations and prepare clear and concise reports. Comply with strict deadlines and prioritize workload. Maintain a neat and professional appearance. Communicate effectively verbally and in writing. Follow written and verbal instructions and direction. Establish and maintain effective working relationships with those contacted in the course of work. Skills (position requirements at entry): Skill in: Gathering, compiling, and organizing information. Training, Experience & Certifications
EDUCATION and EXPERIENCE High school diploma or equivalent (G.E.D.) required. Associate's degree in finance, accounting, business administration or a related field preferred. Minimum of two (2) years of increasingly responsible payroll, employment records management, and/or accounting experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below. LICENSING and CERTIFICATIONS Possession of a valid Wyoming driver's license preferred. Possession of a Certified Payroll Professional (CPP) certification preferred.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence. Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
