Senior Program Control Analyst-Hybrid

Description Applied Research Associates (ARA), Inc. is seeking a qualified Program Control Analyst to join the project management team at ARA’s Software Enterprise Division (SED) in Raleigh, NC. This permanent, full‑time role supports defense and national security industry projects, working alongside engineering and IT professionals. Responsibilities Perform budget analysis, cost projections, material estimates, and person‑hour estimates for contract and FAR compliance. Prepare financial reports and presentations for project teams, SED management, and customers. Generate purchase requisitions, subcontract request packages and review contract modifications. Assist SED project managers in negotiating, executing, monitoring, and closing out contracts, purchase orders, subcontracts, and consulting agreements. Ensure proper management of project government property with Corporate and Sector Government Property personnel. Team Duties Budget tracking, forecasting, and other financial analysis tasks for an assigned portfolio of projects. Prepare and update project finance & management plans based on executed contracts and contract modifications. Compile, record, analyze, submit, track, and closeout supplier agreements and invoicing for direct purchases and subcontracts. Develop cost proposals and quotes based on ARA standard estimating practices and input from project managers. Required Experience & Skills U.S. Citizen. No exceptions; green card holders are not eligible. Must be able to obtain and maintain a Secret clearance. Bachelor’s degree in Business Administration, Finance, Accounting or related field. 8–10 years of relevant experience including advanced MS Excel proficiency. Ability to manage competing priorities and meet deadlines. Strong oral and written communication skills. Knowledge of FAR/DFAR requirements. Team player willing to work hybrid (minimum 3 days onsite at Raleigh, NC). Desired Experience & Skills Familiarity with federal government contracting and purchasing procedures. Expertise in developing cost proposals and/or generating price quotes. Experience preparing procurement requests. Experience managing project government property. MBA degree. PMP certification. Qualifications Education: Bachelor’s or higher in Business Administration or related field. Licenses & Certifications: PMP preferred. Experience: 8–10 years of significant MS Excel expertise; project budgeting and cost monitoring experience.
