General Statement of Job
Performs responsible administrative and maintenance work in supervising operations of the Department's Livingston Landfill, Solid Waste Collections, and Compost Heavy Truck and Equipment Fleet maintenance and repair program; provides difficult, skilled mechanical assistance in diagnosing and repairing heavy vehicles and heavy equipment. Perform all job functions of the Heavy Truck and Equipment Mechanic, including skilled mechanical repairs. Reports to the Division Director of Solid Waste.
This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed. Special Duties & Responsibilities
Vocational/Technical Degree with training emphasis in mechanics, automotive/mechanical repair/maintenance, welding, and heavy equipment operation; supplemented by a minimum of five (5) years of previous experience as a supervisory mechanic on heavy equipment and trucks, and/or training that includes mechanics or automotive/mechanical maintenance, automotive/mechanical diagnostics, rebuilding of automotive/mechanical systems, welding/fabrication, and heavy equipment operation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Industry Heavy Equipment repair certifications/documented training preferred.
Must possess and maintain at a minimum a valid Virginia Commercial Driver's License (CDL) Class A, including appropriate endorsement(s). Must obtain within 12 months of employment. Marathon Compactor Service School Preferred.
ASC Certifications for Medium/Heavy Vehicles Preferred.
Must obtain OSHA 30 Hour Certification within (1) week of hire.
Must obtain and maintain First Aid and/or CPR certification(s).
Complete additional Safety Trainings as assigned. Special Requirements
PHYSICAL REQUIREMENTS Must be physically able to operate a variety of machinery, tools and equipment, such as various trucks, heavy/light equipment, trash compactor, vehicle lift, tire changer, battery charger, hydraulic jack, air compressor, pressure washer, generator, drill, drill press, water pump, welder, oxygen torch, acetylene torch, torque wrench, gauges, meters, testing instruments, mechanic tools, power tools, or air impact tools. Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds). Requires the ability to inspect items for proper length, width, and shape, visually, with job-related equipment. Requires the ability to coordinate hands and eyes in using machinery, equipment, and tools, and in operating trucks and vehicles. Requires the ability to handle a variety of items, equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting or turning motions while coordinating the other hand with different activities. Must have moderate levels of eye/hand/foot coordination. Requires the ability to differentiate colors and shades of color. Requires the ability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving the nature of sounds by ear).

- Assigns, delegates, monitors, inspects, and evaluates the work of designated heavy equipment and truck mechanics.
- Provides difficult, skilled, mechanical assistance in diagnosing, adjusting, repairing, servicing, overhauling, fabricating, and operating a variety of vehicles, heavy equipment, machinery, and tools. Heavy Equipment includes but is not limited to passenger trucks, roll off trucks, road tractors and trailers, pumps, compressors, stationary trash compactors, refuse compactor trucks, wood waste grinders (horizontal), grapple loaders, front end loaders, bull dozers, trommel screens, track loaders, track excavators, articulated dump trucks, trash compaction equipment (i.e. CAT 826/836), etc.
- Writes repair or maintenance service orders, assigns and schedules tasks to be performed, monitors and reviews work in progress, and reviews completed work.
- Coordinates repairs, services, and parts in accordance with the County Procurement Policy. Issues, requests, and maintain purchase orders associated with heavy equipment fleet maintenance.
- Assists in budgetary preparation and accountability for budgets associated with Heavy Equipment Fleet Operations, to include repair line items, fuel consumption, capital equipment replacement, rebuilding requests, etc.
- Assists in the preparation of specifications for equipment replacement and assists in the procurement process.
- Performs asset tracking and inventory control.
- Assists in the repair and maintenance of the County refuse containers (compactor cans, 20/30/40 yard open top containers, 6/8 yard front load cans). Evaluates and determines when containers should be replaced or repaired based on associated costs.
- Prepares Surplus Property forms and/or arranges failed equipment to be scrapped.
- Compiles data for various periodic reports; monitors and updates maintenance records. Prepares or completes various forms, reports, correspondence, logbooks, service maintenance board, inspection reports, maintenance records, purchase requisitions, cost records, or other documents.
- Establishes and maintains an effective program for preventive maintenance and repair of vehicles and heavy equipment; identifies maintenance/repair priorities, taking into consideration factors such as safety and equipment downtime; works to minimize repair/maintenance costs and length of downtime.
- Ensures compliance of repair/maintenance work with all applicable laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees, vehicle/equipment drivers, and other individuals; initiates any actions necessary to correct deviations or violations.
- Provides cost analysis for equipment repair versus replacement, based on life expectancy and usage; researches and recommends alternative solutions when appropriate; assists in developing creative solutions for temporary continuation of equipment operation pending permanent repair, without jeopardizing employee safety or risking further damage to equipment.
- Repairs, maintains, and tests engine components and systems, such as ignition systems, steering systems, electrical systems, suspension systems, hydraulic systems, brake systems, drive train systems, engine cooling systems, fuel systems, charging systems, starting systems, exhaust systems, heating/air conditioning systems, lighting systems, or horns; removes, installs, and replaces various parts and components; assembles engines, hydraulic cylinders, exhaust systems, or other systems.
- Performs welding and fabrication work, which may include cutting metal, hard facing, fabricating components, or soldering metal components.
- Operates a variety of machinery, equipment, and tools associated with repairing, maintaining, testing, or driving trucks/equipment, which may include standard trucks/vehicles, heavy/light equipment, vehicle lift, tire changer, battery charger, hydraulic jack, air compressor, pressure washer, generator, drill, drill press, water pump, welder, oxygen torch, acetylene torch, torque wrench, transmission/hydraulics test boxes, depth micrometer, digital VOM, gauges, meters, testing instruments, mechanic tools, power tools, or air impact tools.
- Responds to emergency breakdowns or makes service calls to work sites or other locations as needed; hauls, transports, loads, unloads, and/or moves various trucks, equipment, or other materials associated with department projects and work activities.
- Maintains inventory of department parts, tools, equipment, or other materials; ensures adequate inventory levels to conduct work activities; initiates requests for new/replacement parts/materials; picks up or delivers parts as needed.
- Receives various forms, reports, correspondence, equipment operations sheets, oil sample reports, invoices, receipts, inventory records, service/maintenance records, dealer part/product improvement publications, vehicle/equipment service manuals, air conditioning manuals, schematics, specifications, policies, procedures, reference materials, catalogs, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
- Communicates with supervisor, employees, other departments, drivers/operators, customers, vendors, dealers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Maintains an awareness of new parts, procedures, trends, and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.
- Maintains professional competence and industry knowledge through trade journals, field representatives, fleet seminars, and vendor training classes. Identifies and recommends training/certifications to be made available to subordinate employees.
- Performs other repair work or provides assistance to other employees or departments as needed.
- Comply with the EHS Management System and participate in the electronic safety management tool.
- Performs other related duties as required.
