Facilities Operations Manager

Job Summary
This position is located in the Department of General Services (DGS), Facilities Management Division (FMD). The mission of the Department of General Services is to build, maintain, and sustain the District of Columbia's real estate portfolio, which includes more than 40 million square feet of District-owned and leased property and roughly $21.8 billion in assessed District-owned property in Washington, DC. This work allows the agency to foster economic viability, environmental stewardship, and equity across all eight (8) wards.
The incumbent in this role is responsible for providing executive-level leadership and direction for all citywide heating, ventilation, and air conditioning (HVAC) and boiler plant operations (BPO). The position directly supervises the HVAC Operations Manager and the Boiler Plant Operations Manager and ensures that mechanical systems across the District's facility portfolio operate safely, efficiently, reliably, and in compliance with all applicable laws, regulations, and standards. The incumbent leads strategic planning, resource alignment, operational oversight, and performance management for all mechanical systems functions within FMD.
Duties and Responsibilities
Provides senior-level leadership and quality assurance for all mechanical systems operations, oversees the HVAC and Boiler Plant Operations Teams, and ensures coordinated delivery of safe, reliable, and compliant mechanical services across District facilities. Advises stakeholders, citizens and executive leadership, including the Deputy Director, Chief Operating Officer, Chief of Staff, Director, Assistant City Administrator, City Administrator, and Mayor, on complex or sensitive operational issues involving heating, cooling, energy management, system failures, and mission-critical infrastructure risks and responds promptly to all inquiries. Develops division-wide strategic goals, policies, and performance metrics governing all HVAC and boiler plant operations. Establishes operational standards and performance expectations for all mechanical systems units. Ensures HVAC and boiler operations are aligned, coordinated, and executed consistently across the District's facility portfolio to meet complex regulations (ASME, NFPA,OSHA, etc.). Directs division-level assessments of HVAC and boiler systems, analyzing performance trends, identifying systemic deficiencies, and developing high-level mitigation or replacement strategies to support capital planning and agency priorities.
Oversees development, implementation, and monitoring of the Preventive Maintenance Program (PMP) for all mechanical systems in consultation with Sustainability and Energy, ensuring consistency, effectiveness, and oversees optimization of Building Automation Systems (BAS), boiler controls for improved energy efficiency. across both HVAC and boiler operations. Leads mechanical energy management initiatives by analyzing consumption data, identifying efficiency opportunities, and recommending cost-saving operational or architectural improvements across the DGS portfolio. Directs the development and management of budgets for all mechanical systems functions including personnel, materials, equipment, technology, and contracted services and provides strategic guidance on inventory planning for mechanical components, equipment, boiler chemicals, and mission-critical replacement parts to ensure operational readiness and rapid emergency response. Oversees and approves standard operating procedures and emergency response plans for mechanical system failures, weather-related challenges, and other unplanned events that may impact District facilities. Ensures effective use of the Computerized Maintenance Management System (CMMS), Salesforce, across all mechanical units for asset tracking, work order management, preventive maintenance scheduling, and operational reporting. Reviews mechanical performance data, inspection results, emergency response activities, and operational metrics to guide strategic decision-making and improve unit efficiency and accountability.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications Incumbent must possess an EPA Section 608 Universal Certification.
Working Conditions/Environment
Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability Security Sensitive. Essential Designation: This position has been designated as an Essential position under the provisions of District Personnel Manual Chapter 12. As such, individuals in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. These duties may be performed when the government is closed or when most employees are dismissed early. Employees designated as essential shall be required to be at work regardless of the emergency situation declared.
