Legislative Affairs Specialist

Responsibilities All aspects of legislative liaison, including legislative text review, analysis, and reporting for assigned program areas with NASA's Congressional Authorization and Appropriations Committees. Represent NASA to state and local elected officials as assigned. Participate in hearing strategy development with agency staff and program officials, identify agency objectives for hearings, and address relevant issues. Recommend and prepare materials for agency and program staff to present in meetings with members and staff of congressional committees, gathering, researching, and analyzing relevant information. Provide analysis and advice on complex program issues in written or oral form. Draft letters for senior NASA official signatures to members of Congress, key congressional staff, or constituents regarding assigned program areas. Plan and execute outreach opportunities to inform congressional stakeholders—member offices and committee staff—of upcoming NASA solicitations, high‑level priorities, and agency engagement events. Qualifications Specialized experience providing the particular ability, skill, and knowledge to perform the duties of this position. For GS‑11, a candidate must have: a) One year of directly related specialized experience equivalent to GS‑09 level, or b) Completed requirements for a doctoral degree (Ph.D. or equivalent), or c) Completed three full academic years of progressively higher‑level graduate education leading to a Ph.D. or equivalent, or d) LL.M. if related, or e) An equivalent combination of experience and graduate study as discussed in a)–d). For GS‑12, one year of directly related specialized experience equivalent to GS‑11 level is required, and for GS‑13, one year of directly related specialized experience equivalent to GS‑12 level is required. The resume must include a clear and detailed narrative describing how the applicant meets the required specialized experience. Plagiarism of experience statements is prohibited and may result in disqualification. Education If using education completed in the United States to meet qualification requirements, the degree must have been awarded from a college or university accredited by a recognized accrediting organization. If using foreign education, credentials must be evaluated by a private organization that interprets foreign education programs and be deemed equivalent to a U.S. accredited program.
