Provides program and contract management expertise in support of the 99th Medical Group (MDG) by overseeing professional and administrative service contracts. Ensures operational objectives are met by coordinating acquisition planning, monitoring contract performance, tracking funding and manpower data, and facilitating timely submission of requirements packages. Advises leadership and stakeholders on contract strategy, compliance, and risk management while ensuring continuity of services and adherence to quality, safety, and regulatory standards. Maintains accurate documentation, reporting, and communication across platforms, and contributes to process improvements and lessons learned to enhance efficiency, accountability, and mission success.

Responsibilities/Daily tasks

· Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.

· Advise and assist the 99th MDG Contract Support Services team in close coordination with the Functional Director, and proactively monitoring their progress, resolving issues, initiating appropriate corrective actions, and supporting the Contracting Officer in oversight of all contracts for medical professionals and support services.

· Manage the 99th MDG portfolio of 99 MDG professional and administrative services contracts and task orders on behalf of the requiring activity, assists the 99th CONS Contracting Officer in monitoring the health of services contracts, monitoring COR surveillances in accordance with contract Quality Assurance Surveillance Procedures (QASPs), ensures complete requirements packages are created and submitted to the 99th CONS Contracting Officer in a timely fashion, coordinates with 99th MDG Resource Advisors and the 99th MDG Resource Management Office (RMO) to ensure funds availability and timely submission of funding documents to ensure continuity of services, tracks contracted personnel full-time equivalent (FTE) employees and makes recommendations for improvements to 99th MDG Acquisition processes as the program progresses or as issues arise to increase efficiency and capitalize on commercial opportunities in support of the 99th MDG.

· Facilitate and manage the appointment of individuals by registering and tracking appropriate training for the following functions:

- Contracting Officer Representative (COR

- Government Supervisors

- Multi-Functional Team (assigned for each contract service requirement)

· Manage and document all communications with all stakeholders on the 99th MDG SharePoint, COMPASS, or other reporting documents or systems as required.

· Manage, identify, and document risks to 99th MDG contract support services team as identified by the COR, Government Supervisor, Contracting Officer (CO), and/or requiring activity (clinic-based customers).

· Collect all deficiency reports submitted by the COR and track corrective actions to ensure 100% completion and make recommendations for process changes and/or improvements to prevent in the future to the 99th MDG Logistics Flight Commander and the 99th CONS Contracting Officer.

· Provide program management technical and analytical expertise to ensure necessary actions for the management of all 99 MDG professional and administrative services contracts and task orders. Assists the 99th MDG customer in developing the acquisition strategy or generating requirements documents such as the Acquisition Plan, Streamlined Acquisition Strategy Summary, Requirements documents such as a PWS, SOO, SOW, Justification and Authorization (J&A) Sole Source or Brand Name requirements documents, developing Independent Government Estimates (IGE) to be submitted to and approved by the 99th CONS Contracting Officer.

· Provides and tracks requirement acquisition milestones, tracks each requirement

progress, and identifies necessary future actions to successfully support the 99th MDG professional and administrative services contracts portfolio and the 99th MDG customers.

· Coordinates with the 99th MDG Logistics Flight Commander and the Resource Management Office and the 99th MDG end user to facilitate support and meet all 99th MDG contract requirements on time and on budget.

· Facilitates last-minute contract requirement changes to avoid any lapse in services

· and mitigate any schedule slippage of on-going acquisitions by working with the 99th MDG

· Logistics Flight CC, the 99th MDG Resource Management Office on mission needs/requirements.

· . Obtain contract services contractor manpower reporting data to ensure requirements of eMCRA are met 100% of the time.

· Tracks and ensures Contract information and metrics are current and uploaded in COMPASS and 99th CONS Health of Services SharePoint.

· Comply with 99th MDG locally-developed guidance and procedures for working at the Mike O’Callaghan Federal Medical Center.

· Perform monthly reports on health of services information such as which contracts or task orders are within 1 year of expiring or in the last option period of the contract or within 6 months of expiring to avoid any lapse in services to compensate for any funding changes driven by AFMOA but above all to ensure timely acquisition planning for future 99th MDG contract services.

· Provide inputs to the 99th MDG Logistics Flight Commander and the 99th MDG end users and update the 99th CONS Contracting Officer.

· The Contractor shall attend weekly 99th MDG Logistics, RMO and 99th CONS update meetings for requirements coordination and current issues involving contract funding and/or requirements issues. Multifunctional Team Meetings, Acquisition Planning Meetings, any requirements development meetings with the 99th MDG Customer and 99th CONS and/or periodic meetings with 99th MDG Contract Services Team and CORs or Government Supervisors.

· Track and facilitate all 99th MDG professional and administrative services contracts and task orders in its portfolio.

· Track and facilitate all 99th MDG professional and administrative services contract requirements packages to ensure 100% accuracy and completeness in close coordination with the 99th CONS Contracting Officer.

· Collecting, documenting, and identification of “Lessons Learned” for the 99th MDG. Logistics Flight Commander and the 99th CONS Contracting Officer. This will be a continuous process and as a result it will become a “Living Document” that captures the history, process, and necessary data to continually manage and improve acquisition processes in support of the 99th MDG.

· Responsible for advising and assisting 99th MDG customers.

· Perform other duties as assigned

Qualifications

· Certification in addition to Basic Life Support: BLS is required

· The Program Manager shall be able to demonstrate and communicate through a combination of education and experience.

· Minimum Bachelor’s Degree + 5 yrs. experience as a program manager or project manager for professional medical and/or medical administrative support services in either a military, civilian or contractor capacity.

· Preference given to certification in Project or Program Management such as

Acquisition Professional Development Program (APDP) Certification Level II or higher / or equivalent certifications.

· Minimum of 3 years’ experience in managing government programs directly supported by a government contracting function which involved the source selection, award and administration of government contracts.

· Knowledge of Government regulations, manuals, technical orders, standards and industry publications related to the discipline required to perform the work related to the acquisition of services and or administration of government contracts. Responsible for the coordination and completion of 99th MDG customer contract requirements and other special projects as assigned by the 99th MDG Logistics Flight Commander and the 99th CONS.

· Ability to set deadlines, assign responsibilities, monitor and summarize progress of projects, organize and manage the technical facets of multi-disciplined contract requirements, prepare reports for the Government regarding status of 99th MDG services contracts.

· Knowledge of the administrative programs, principles, concepts policies and funding or budgeting issues relating to Air Force acquisition and contracting.

· Knowledge of a broad range of operations research analysis techniques and evaluative methods to interpret user requirements.

· Knowledge of quality assurance principles, practices, and procedures to include acquisition(s) planning.

· Skill in conducting project / facility management duties with emphasis on analyzing physical requirements for system and support equipment.

· Ability to lead multi-functional teams; originate new ideas, projects and methodologies; and execute projects and/or studies within established financial and/or time constraints.

· Ability to develop and utilize appropriate data collection techniques and design, implement and manage contract compliance for a highly complex multi-mission Military/Federal Medical Center.
