We are seeking a dependable, organized and detail-oriented Treasurer to oversee the activities of the Treasurer's Office at the Veterans Home at Holyoke. The ideal candidate will have strong financial management experience, excellent analytical and organizational skills, and a commitment to supporting an organization dedicated to serving veterans.

About the Veterans Home at Holyoke: The Veterans Home at Holyoke is a state-funded, fully accredited health care facility that offers veterans quality health care, including full-time residential accommodations, and provides educational and social services for Veterans in the Commonwealth. The Veterans Home at Holyoke is staffed by approximately 330+ administrators, clinicians, nurses, certified nursing assistants, skilled trade, dietary staff, housekeeping staff, contractors, consultants and general administrative personnel. Schedule: This is a full-time, 37.5 hour per week position working Monday through Friday from 8:00am-4:00pm. Please note: This is 24 hour/7 days a week long-term care facility and as a result, the Veterans Home at Holyoke may require this individual to be present during nontraditional hours when circumstances dictate the operational need.

Duties and Responsibilities (please note that this list is not all-inclusive):

• Coordinates, monitors, and evaluates assigned Treasurer's Office activities to ensure effective operations and compliance with established laws, regulations, policies, procedures, standards, and internal controls.
• Oversees and monitors activities of the Treasurer's Office, including direct supervision of staff; plans and assigns work; reviews work products and performance; provides training and guidance; and recommends or initiates corrective action as appropriate.
• Develops, maintains, and implements standards, procedures, guidelines, workflow systems, and internal financial controls for monitoring and evaluating Treasurer's Office operations, including resident trust accounting, reconciliations, revenue posting, billing, cash handling, and financial reporting.
• Reviews and analyzes financial, operational, and program data to determine progress, effectiveness, accuracy, compliance, and the need for changes in procedures, systems, workflows, or internal controls.
• Confers with management, agency staff, fiscal personnel, auditors, financial institutions, vendors, residents' representatives, and other stakeholders to provide information concerning program implementation, evaluation, monitoring, and the purpose and scope of proposed changes or improvements.
• Provides technical assistance, advice, training, and orientation to staff and stakeholders regarding treasury operations, fiscal systems, resident trust processes, billing, cash handling, reporting, and applicable Commonwealth requirements.
• Supervises and maintains, reconciles, and/or prepares records concerning financial transactions of a state institution, including appropriation accounts, resident or patient accounts, journals, ledgers, cash books, banking records, security investments, cash receipts, and disbursements in accordance with governing laws, rules, and regulations.
• Responsible for the development and management of the Treasurer's operating budget. Coordinates procurement, contract, and payment activities and submits purchase requests for the Treasurer's Office in compliance with Commonwealth fiscal and procurement regulations.
• Reviews reports, records, reconciliations, memoranda, and other documents for completeness, accuracy, content, and compliance with established requirements.
• Prepares financial statements and related reports for the fiscal officer, management review, and audit purposes.
• Participates in state, federal, and external audits; responds to inquiries; gathers supporting documentation; and assists in implementing audit recommendations or corrective actions.
• Supervises staff and oversees office operations including veteran account transactions, meal ticket sales, lottery collection, resident billing, daily cash reconciliation, and maintenance of a secure and compliant office environment.
• Coordinates preparation and maintenance of financial records, including accounting records and reports related to donation funds.
• Oversees write-offs and collections, coordinating with internal and external stakeholders as required.
• Manages Residents' Trust banking operations, including account activity, interest posting, IRS reporting (1099s), and compliance with applicable banking and state accounting requirements.
• Reconciles bank accounts and the electronic medical record (EMR) Residents' Trust accounting system; current EMR is WellSky.
• Designs, runs, and analyzes financial reports in the Commonwealth's accounting system (MOSAIC), the electronic medical record, and other reporting systems as needed.
• Troubleshoots issues and errors with billing, cash handling, revenue posting, MOSAIC, WellSky, and other systems; recommends improvements to business processes and system controls.
• Maintains MOSAIC revenue posting system accuracy and cash supply for operations.
• Ensures compliance with state accounting requirements, Commonwealth fiscal and procurement regulations, internal controls, confidentiality requirements, and other applicable laws and regulations.
• Makes recommendations to management concerning changes in policies, procedures, workflows, systems, controls, staffing, and other methods of accomplishing assigned unit objectives.
• Exercises a considerable degree of independent judgment related to Treasury function decisions and assigned unit operations.
• Performs related duties such as attending meetings and conferences, maintaining records, preparing reports, and responding to inquiries concerning assigned Treasurer's Office activities.
• Performs related duties as assigned.

Required Qualifications:

• Basic knowledge of governmental accounting.
• Knowledge of the principals and practices of business management.
• Ability to supervise, plan, and assign work.

• Ability to maintain harmonious working relationships with others.

Qualifications Acquired on the Job:

• Advanced understanding of the Commonwealth's account system, MOSAIC.
• Ability to create, run and customize Wellsky reports, the current electronic medical record system (EMR)
• Develop reports utilizing the Commonwealth's Information Warehouse.
• Prints MOSAIC reports utilizing Access and MOSAIC features.
• Navigates the Comptrollers' internet pages to stay abreast of current accounting policies and procedures and other applicable information.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.* III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitutions will be permitted for the required (B) experience.
