The primary purpose of this position is: to administer the installation's antiterrorism and forceprotection programs.Serves as a technical advisor to the Security Forces (SF) Antiterrorism Officer (ATO) and unit-levelsecurity andantiterrorism representatives.

Duties

Help

  1. Develops local Antiterrorism/Force Protection (AT/FP) programs and policies for ATO approval. Utilizes knowledge of a wide range of concepts, principles, and practices to develop and issue written procedures and policies, in the form of supplemental guidance, operating instructions, plans and directives for the installation related to antiterrorism programs.
  2. Serves as the technical authority on matters involving Antiterrorism/Force Protection (AT/FP).Responsible for the coordination, deconfliction, and integration of various force protection processes, assessments, and activities across the installation. Demonstrates in-depth knowledge of Antiterrorism and Force Protection to provide effective guidance, training, and direction to assigned organizations and activities.
  3. Plans, conducts, performs or coordinates on site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements. Serves as the focal point to integrate various aspects of antiterrorism, integrated defense, physical security, and force protection to resolve conventional security problems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security specialties to identify and resolve conventional policy and program objectives, and procedures within the security functional area; extensive knowledge in the specialized fields of physical security, force protection, and antiterrorism; and knowledge of security policy requirements and procedures to provide recommendations for making decisions and policy development on short and long-term security planning.

EDUCATION:
a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts

COMBINATION OF EXPERIENCE AND EDUCATION:
a combination of experience and education. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems.

2. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs.

3. Knowledge of a broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives.

4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership.

5. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation.

6. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program.

Other significant facts pertaining to this position are:

1\. May be required to travel by military or commercial air to conferences, meetings, or other functions away from the normal duty station.

2\. Work requires access to classified information. Employee is required to obtain and maintain TS/SCI security clearance.

3\. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to random drug testing.

4\. This position is designated a national security position.

5\. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

6\. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

7\. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

8\. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI3020-42, Defense Continuity Programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
