Senior Legal Analyst
California Correctional Health Care Services
This position offers a unique opportunity to support statewide cannabis enforcement and environmental protection efforts at the intersection of law, science, and public service. Working under attorney supervision, the incumbent provides litigation/hearing and legal support. The position serves as a key liaison among attorneys, scientists, law enforcement, and program staff and coordinates with local law enforcement, District Attorneys, and other agencies to facilitate the timely exchange of enforcement records, support investigations, attend interagency meetings, and prepare factual summaries, declarations, action items, and follow up materials. The incumbent also supports Cannabis Program case tracking, document management, internal coordination meetings, and Public Records Act responses. A major component of the role involves handling highly sensitive and confidential enforcement and legal information, maintaining secure data systems, supporting cannabis impacted lands data collection and tracking, ensuring compliance with confidentiality requirements and agency protocols, and providing analytical support related to information management. In addition, the position contributes to statewide program and legislative reporting by compiling, analyzing, and summarizing enforcement and compliance data, translating technical information into clear narratives, and drafting or editing materials that inform policy analysis and executive level decision making.
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Personal Leave Program - Human Resources - CalHR . This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Maintain normal and consistent work hours, averaging 40 hours per week. Work in excess of 40 hours per week is expected, when necessary, to complete assignments in a timely manner. Position may require the Incumbent to sit for long periods of time. Light lifting or reaching may be required, though reasonable accommodation may be provided upon request.
This position will be located in Sacramento and is eligible for a hybrid telework schedule depending on operational needs. Occasional travel within the State of California by private or public transportation (e.g., automobile, airplane, etc.) may be required. Special Requirements The incumbent must be able to communicate effectively with attorneys, program staff, law enforcement, external partners, and the public; observe and analyze documents, records, and data; and use a computer and standard office equipment for extended periods to prepare correspondence, legal documents, reports, and data tracking materials. Ability to work well on a team, take direction well, and respond promptly to staff and management.

Desirable qualifications include the ability to manage highly sensitive and confidential information, conduct legal or policy research, organize complex records and data, communicate effectively in writing and verbally, and build collaborative working relationships across disciplines and agencies. Experience coordinating with government partners, supporting enforcement or administrative processes, and translating technical or complex information into clear summaries or reports is highly desirable, as is the ability to work independently, manage competing priorities, and adapt to evolving program needs.
