Loyal Source is looking for a Facility Health Program Manager for an employment opportunity in El Paso, Texas. The Facility Health Program Manager (FHP Manager) is responsible for the day-to-day coordination, implementation, and quality assurance of the health care program at a Government detention facility. Reporting directly to the Health Services Administrator (HSA), the FHP Manager ensures compliance with ICE National Detention Standards (NDS 2025), supports the delivery of medical, dental, and mental health services, and assists in managing health care staff, resources, and regulatory requirements. Responsibilities Program Coordination & Operations: Support the HSA in the administration of the facility’s health care program, including medical, dental, mental health, and pharmaceutical services; coordinate daily health care operations, resource allocation, and workflow optimization; ensure timely access to medical, dental, and mental health care for all detainees, including screenings, assessments, routine and emergency care, and referrals; monitor compliance with ICE NDS 2025, federal, state, and local regulations, and facility policies. Staff Support & Training: Assist the HSA in recruiting, onboarding, and supervising health administrative staff; support the delivery and documentation of required staff training (e.g., suicide prevention, infection control, emergency response, disability/language access, monthly in-services); foster a culture of professionalism, teamwork, and continuous improvement. Quality Assurance & Compliance: Conduct regular audits and quality assurance reviews of compliance logs and care delivery; coordinate with Medical Director to ensure physician chart reviews and peer review processes with provider feedback; monitor KPIs, compliance metrics, and incident trends; assist in preparing for inspections, audits, and accreditation; ensure confidentiality and maintenance of medical records; participate in corrective actions and root-cause analysis as needed; support process improvement opportunities where appropriate. Reporting, Communication & Liaison: Prepare and submit required reports to the HSA and the Government, including significant incidents, infectious disease outbreaks, hunger strikes, suicide attempts, and special medical needs; serve as a liaison between health care staff, facility administration, the Government, and external providers; support communication with local health departments and community partners for transfers, hospitalizations, and specialty care. Risk Management & Emergency Preparedness: Assess and mitigate risk in the clinical environment; maintain infection control, emergency medical response, suicide prevention, and management plans for communicable diseases; ensure readiness for public health emergencies and 24-hour emergency care; oversee safe handling and disposal of hazardous materials and medical waste in collaboration with the HSA. Detainee Rights & Advocacy: Inform detainees of their rights to medical care, confidentiality, informed consent, and the grievance process; support accommodations for detainees with disabilities and limited English proficiency; uphold non-discrimination and advocate for detainee health and well-being. Minimum Qualifications Bachelor’s degree in Health Administration, Nursing, Public Health, or a related field (Master’s preferred). Current professional licensure (e.g., RN, PA, NP, or equivalent) preferred. Minimum 2-3 years of experience in health care administration, preferably in a correctional, detention, or public health setting. Knowledge of ICE National Detention Standards, NCCHC, and/or ACA standards. Certified Correctional Health Professional (CCHP) preferred. Experience in staff coordination, program management, and regulatory compliance. Strong organizational, communication, and teamwork skills; ability to work collaboratively with diverse teams and external partners. Reporting & Supervision Reports to: Health Services Administrator (HSA) Supervises: Administrative staff as delegated by the HSA Additional Requirements Must pass a background check and security clearance. Participate in ongoing professional development and required ICE/ERO training. Ability to respond to emergencies and be available for on-call duties as needed.
