Sign-On Bonus: The City is offering a Sign-On Bonus for this position: $500 with first paycheck and 2% of gross earnings during first year of employment at first anniversary. Job Summary Under regular direction and in compliance with standard operating procedures and policies, maintains City streets, sidewalks, and buildings. Rehabilitates existing sidewalks and curb gutters, as well as installs new sidewalks, slabs, and walls. Cleans storm drain gates, lays pavers, installs culverts and storm drains, assists in engineering design, interprets blueprints, cuts steel, and constructs buildings from site work to completion. Assists in repair and installation of pavement to include repairing potholes, installing and repairing driveway tie‑ins, street shoulders, and cuts. Directs traffic at worksites and performs preventative maintenance inspections on equipment. Assists in leading a crew, fills‑in during the absence of immediate supervisor, and assists in oversight and training of less experienced employees. Operates heavy equipment such as backhoe, trackhoe, etc., in performance of job duties. Works during inclement weather conditions (e.g., snow/ice, heavy rain/flooding, etc.) to clear and maintain roads and walkways. Assists with special projects as assigned. Subject to on‑call availability and overtime. Essential Functions Perform General Construction and Infrastructure Repair (approx. 50% of time): Assist in leading a crew, act as supervisor in absence of immediate lead, train less experienced employees. Use construction methods and tools to install and repair curbs, gutters, sidewalks, driveways, accessibility ramps, pavers, traffic islands, mailboxes, retaining walls, and drainage structures. Perform asphalt patching and repair, concrete pouring, forming, grinding, and finishing; install lights and basic fixtures; masonry, minor roofing repairs, building demolition, and general landscaping. All work under ADA, ACI, and paving practices. Operate Specialized & Heavy Equipment (approx. 30% of time): Use jack hammers, mixers, chainsaws, concrete saws, screeds, pressure washers and other tools to tear out old concrete and prepare sub‑base. Inspect and maintain equipment. Operate backhoe, trackhoe, skid steers, and dump trucks. Provide Traffic Control (approx. 10% of time): Evaluate site and traffic patterns. Follow SCDOT guidelines to create traffic control plan. Set up signs, cones, barricades, and arrowboards. Support Inclement Weather Operations (approx. 5%): Work outside regular hours during snow and ice. Operate salt spreaders, loaders, snowplows, mix sand/salt, treat bridges and roads, wash salt off equipment. Assist with Special Projects and Events (approx. 5%): Set up, tear down, and clean permitted special and volunteer events. Build and dismantle temporary structures, banners, decorations; use equipment; remove debris from creeks or rivers; assist the public. Perform other duties as assigned. Job Requirements High school diploma or equivalent. Over two (2) years of experience in a public works, utility, or construction field. Associate degree in construction engineering technology or related field may substitute for one (1) year of experience. Complete FEMA 100, 552, and 700 within three (3) months of employment. Driver’s License Requirements Valid South Carolina Class B CDL at hire, or the equivalent CDL from respective state. Valid South Carolina Class A CLP within three weeks of hire, or the equivalent CLP. Valid South Carolina Class A CDL with air brake and tanker endorsement within three months of hire, or the equivalent CDL. Applicants not relocating to South Carolina may reside in neighboring states (Georgia or North Carolina) and must meet the same CDL requirements. Employees in neighboring states must provide an annual Motor Vehicle Record to the City at their sole cost. Performance Requirements Knowledge of Safe equipment operating practices. Proper inspection and safe operation of CDL vehicles. DOT work zone safety measures for traffic control. General construction practices. Surveying fundamentals. Trenching and shoring policies. Ability to Serve as a project or team lead. Select and use appropriate materials, forms, tools, and equipment for high-quality outcomes. Read and understand maps in multiple formats, orient locations, and use manuals and SDS. Perform mathematical calculations and logical conclusions; work with fractions, percentages, ratios, measurements. Write simple sentences with subject, verb, object, or lists of numbers, names, addresses. Operate larger CDL and heavy equipment such as dumper trucks, sweepers, tandem axle trucks, skid steers, backhoes, excavators, wheel loaders. Use forklifts, jack hammers, mixers, chainsaws, concrete saws, screeds, tamps, pressure washers, blowers, hammer drills, shovels, rollers, pipe laser, level, grade rod, tape measure, and various hand and power tools. Work in inclement weather conditions (cold, rain, wind, heat, snow, sleet). Operate snow and ice equipment during inclement weather. Utilize smart tablet, portable radio, phone, or other communication devices. Utilize specialized software and systems for work management. Working Conditions Primary Work Location: Outdoors (jobsite) Protective Equipment Required: Steel‑toed boots, vest, goggles, dust mask, ear plugs, hammer shields, knee pads, gloves, harnesses, and hardhat. Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and hazards. Majority of work performed outside or with exposure to risks. Daily exposure to extreme temperature, respiratory hazards, noise, vibration, physical hazards. Weekly exposure to wetness and humidity. Frequent exposure to mechanical hazards and physical danger or abuse. Occasional exposure to chemical, electrical, and fire hazards. Physical Demands: Constant standing, walking, vision, bending, crouching, stooping, hearing, talking. Frequently lifting, carrying, handling, reaching, kneeling, pushing/pulling, twisting. Occasionally fine dexterity, crawling, climbing, sitting, foot controls, balancing. Heavy strength demands: 50‑100 pounds occasionally, 20‑50 pounds frequently, up to 10‑20 pounds constantly. Mental Demands: Frequent time pressures, task changes, irregular schedule/overtime, multiple simultaneous tasks, teamwork, noisy environment. Occasionally emergencies and tedious exact work.
