District Representative - Office of Senator McNerney (Dublin, CA)

This position reports to the GED Coordinator in the division of Student Support/Discipline. Performs moderately complex consultative services and technical assistance work. Work involves planning, developing, and implementing the General Educational Development (GED) Program. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment in the implementation and coordination of the programs. Develop, review, negotiate, and process GED center or program contracts, expenditure reports/invoices, Request for Proposals (RFPs), Requests for Applications (RFAs), Contractor Resource Requests (CRRs), and assist with performing various aspects of program monitoring to ensure contractual compliance of the program centers. Assist with development and maintenance of GED center or program operation policies and procedures, rules, and related legislative analysis. Provide information, consultative services, and technical assistance to existing and new GED centers or programs, and agency staff. Responsible for preparing all legislative documents, program requests, and bill analysis. Identify types of data and information necessary to collect, track, analyze and report agency performance measures, goals and objectives to the state and federal government, and fulfill other reporting requirements as required. Develop monitoring tools and processes, assist with monitoring and program evaluation to determine program effectiveness and compliance with program requirements. Assist with development and maintenance of national, statewide, and internal standard operating procedures. Assist with planning, developing, implementing, and supporting state GED programs. Assist with annual budget planning and monitor monthly budget expenditures for state office. Develop reports as necessary according to agency guidelines. Analyze legislation in order to develop recommendations for policy and programmatic issues relating to implementation, improvement, and expansion of GED program within the state. Develop and deliver presentations at trainings, meetings, and state and national conferences or meetings. Seek stakeholder input about program implementation and respond to stakeholders requesting information to include programs, districts, administrators, Education Service Centers, institution of higher education, professional organizations, non‑profits, the Legislature, vendors, and others. Work also includes maintaining the GED web site in accordance with agency requirements. Serves as division liaison with TEA Web Improvement Group (TWIG) regarding agency web site implementation. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Education Graduation from an accredited four year college or university. Experience Inprogressively responsible experience in test administration, test monitoring, grant or contracts management, program management and compliance, or related field. Experience and knowledge of GED Test Center procedure, GED program requirements, public education, policy analysis and development, project management, data collection and reporting, web-site management or design, or web-based programs for tracking, expenditure, and/or testing system highly preferred. Exam at time of interview. Substitution Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis. NOTE A practical exam may be administered at time of interview. Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5.
