Navajo Preference Employment Act
In accordance with Navajo Nation and federal law, TCRHCC has implemented an Affirmative Action Plan pursuant to the Navajo Preference in Employment Act. Overview
Qualifications NECESSARY QUALIFICATIONS Education:
- MD/DO from an accredited school of medicine.
- A graduate degree in medical informatics and/or two (2) years of work experience in medical informatics systems as a champion or executive staff leader in the implementation of a hospital enterprise-wide clinical information system is preferred. Experience in a champion or executive staff leader in the implementation of a hospital enterprise-wide clinical information system will be required.
- Board Certified in their specialty with a history of at least five (5) years of clinical practice in a hospital setting, including experience in clinic-based ambulatory care.
Other Skills &Abilities: TCRHCC prides itself on its mutually respectful working relationship with its medical staff. As a small organization working closely with our clinicians, both the executive and clinical teams regard the assurance of quality of care and patient safety as a mutual responsibility. Strong political skills will be a necessity of a CMIO to work closely with both teams to assure that all concerns are addressed in a spirit of mutual cooperation to ultimately benefit out patient. Such skills include, (and must be verified by all previous employers)
- Excellent interpersonal skills and ability to work effectively with a diversity of personalities. Must be approachable, show respect for others and be able to present data with effective communication and presentation skills. Must be an effective consensus builder.
- A good grasp of clinical workflow in both inpatient and outpatient settings, interest in clinical information systems and outcomes measurement.

- Strong leadership abilities with a mature sense of priorities and solid practical experience and ability to design and implement systems within the framework of technical boundaries.
- A high tolerance for ambiguity and ability to work successfully in a matrix management model.

- Strong management skills, with adaptability and a strong collaborative management style, creative thinking with high energy and enthusiasm, and ability to be a team player who promotes the concepts of people working together versus individual performance.
- A thorough understanding of major trends in healthcare, healthcare regulatory environment, managed care, and familiarity with point of care products and medical informatics trends and tools.

Responsibilities ESSENTIAL FUNCTIONS 1. Leadership: a) Uphold, monitor and enforce adherence to approved TCRHCC Policies and Procedures. b) Lead and facilitate clinician advisory groups in the design of clinical systems to support excellence in patient care and research. c) Engage patient care providers with varying roles including physicians, nursing practitioners, nursing staff, ancillary department personnel, and medical records professionals to contribute to the development and use of the clinical information system. d) Develop empathy and understanding of physician needs and build relationships with physicians to gain support of IT initiatives. e) Work closely with clinical information system vendor to develop effective training programs for the clinical (medical and nursing) staffs, including "on-demand" or immediate support services available to end-users as required. f) Participate in development on-going education programs as the clinical information system evolves and as enhancements are added and assure that clinical staff obtain education and certification in the use of the system on an ongoing basis. g) Work closely with the medical and nursing staff to fully understand their needs and concerns and communicate these to their senior leadership and governance committee(s). h) Provides leadership to areas of responsibility by developing a vision that is aligned with TCRHCC mission, vision and strategic plan. i) Articulates the vision of the organization to develop a shared purpose of work and a sense of teamwork. j) Lead design of clinical pathway models with physician, nursing and administrative leadership, and assist in modification of these models to gain maximum efficacy and support for patient care and research protocols. k) Lead development of clinical "rules" supporting patient care and protocol research as well as the design of clinical system features supporting protocol management and the use of the system to leverage the clinicians' time and maximize communication with affiliates and referring physicians. l) Lead development and deployment of solutions that cluster information in disease and episodic categories for benchmarking, clinical severity, and variance analysis. 2. Serve as Liaison between the clinical and executive leadership staffs: a) Serve with clinical advisory groups to provide broad-based input into the design of the clinical information system. b) Serve on governance committee(s) as assigned. c) Review all system enhancement requests and work with clinical and medical staffs and vendor to deliver such requests in an organized and staged manner consistent with the ability of the vendor to provide such enhancements or changes in accordance with and under direction of the governance Steering Committee - including immediately required "fixes". d) Work in concert with Information Technology Services to design and implement systems supporting patient care and research activities. e) Develop Policy and Procedures and adheres to the approval process designated for a Policy or Procedure which impacts the Clinical Informatics services. f) Fulfill all duties delineated in the Medical Staff Bylaws or Rules and Regulations g) Serve as member of committees formed for the design, testing, implementation and policy development. h) Design and evaluate collection of data for clinical purposes, including tracking and interpretation of outcomes. i) Review patient assessments and management plans. j) Participate in applicable clinical research. k) Advocate for the provision of quality and cost-effective services by the clinical IT team to its customers. l) Advises the Senior Leadership Council, Medical Executive Committee, and the Nurse Executive Committee of TCRHCC on Clinical Informatics matters. m) Develop and Coordinate the Strategic Goals for the Clinical Informatics for each current fiscal year and the following fiscal year. n) Advise and participate in development of operational and capital budgets for Clinical Informatics o) Participate with members of other departments, in planning joint administrative and technical programs; and making recommendations of maximum coordination of Clinical Informatics services with other patient services. 3. Remain current on trends and legislative issues in clinical informatics: a) Be responsible for assuring that TCRHCC meets the requirements of Regulatory and Certifying Agencies in regard to quality of care and Meaningful Use within the Clinical Informatics Services. b) Review medical informatics trends, experiences and approaches; develop technical and application implementation strategies and assist in the development of strategic plans for clinical information systems.
