The Opportunity WSDOT is seeking a skilled and motivated Transportation Engineer 2 (In-Training) to join the Traffic Engineering Office in Shoreline, WA. Under the supervision of the Traffic Safety Management Supervisor, this role supports statewide safety efforts by collecting, analyzing, and interpreting crash and roadway data to develop reports for key safety programs (CAL/CAC/IAL and Field Assessment). The position identifies trends and recommends effective, low‑cost countermeasures, contributes to capital improvement proposals through the I-2 program, and partners with internal and external stakeholders to deliver data-driven insights. Responsibilities also include conducting “before and after” studies and preparing Crash Analysis Reports (CARs), evaluating existing conditions, alternatives, and benefit-cost outcomes using Highway Safety Manual predictive methods. What to Expect Among the varied range of responsibilities held within this role, the Safety Management Engineer will: Create safety analysis reports. Summarize the safety performance of a location or corridor accurately and factually using crash data and information from other sources (Highway log, Aerial Imagery, Street Viewers such as Google Maps and SR-View, As‑Builts, Traffic Counts database, and Programmed projects lists). Identify proposed modifications to be made in the field and prepare the required documentation communicating to state forces the proposed modifications. Perform Highway Safety Manual (HSM) analysis. Identify roadway context, driver behavior, and other conditions relevant to safety performance and countermeasure development/project scoping. Drive to highway locations to observe existing geometric conditions, and roadway context. Review inquiries from Area Traffic Engineers, Design offices, or other Region offices, that may involve pulling crash history to evaluate safety performance of a location. Qualifications Transportation Engineer 1 (TE1) Required Competencies Foundational Engineering Knowledge: Demonstrates understanding of basic engineering and mathematical principles (e.g., calculus, trigonometry, and construction-related math) and applies them to solve routine technical problems. Data Collection and Analysis: Demonstrates ability to gather, document, and analyze data accurately to support engineering evaluations and decision-making. Communication: Communicates information clearly, professionally, and effectively—both verbally and in writing—to diverse audiences, including those with non-technical backgrounds, in virtual and in-person settings. Technology and Software Proficiency: Demonstrates proficiency with standard office software (e.g., Microsoft Office) and the ability to learn and apply engineering design tools such as AutoCAD, MicroStation, or similar programs. Standards and Procedures Application: Demonstrates ability to learn and apply engineering standards, policies, and procedures relevant to transportation projects. Professional Certification/Academic Preparation: Possession of an Engineer-in-Training (EIT) certification or formal education in Civil Engineering or Structural Engineering. Transportation Engineer 2 (TE2) Required Competencies Engineering Knowledge and Application: Demonstrates knowledge of civil engineering principles and applies entry-level engineering practices to transportation-related projects and assignments. Communication and Interpersonal Skills: Communicates technical information clearly and effectively both orally and in writing to a variety of stakeholders, including engineers, contractors, and the public. Technical Writing and Documentation: Demonstrates experience developing and reviewing technical documents such as design plans, stormwater reports, environmental documentation, and right-of-way or access plans. Data Analysis and Interpretation: Demonstrates ability to review, organize, and interpret qualitative and quantitative data to support sound engineering decisions. Planning and Organization: Demonstrates strong organizational skills, including the ability to manage multiple assignments, schedules, and deliverables simultaneously. Technology and Tools: Demonstrates proficiency using Microsoft Office Suite and project scheduling or tracking tools to support planning, coordination, and documentation. Common Competencies for Both TE1 and TE2 Driving and Vehicle Operation: Demonstrates the ability to safely operate state-owned vehicles in support of field and project activities, including maintaining a valid driver’s license. Physical Capability and Material Handling: Demonstrates the ability to safely maneuver, carry, and transport materials and equipment. Field Mobility and Work Environment Adaptability: Demonstrates the ability to safely navigate rough, steep, and uneven terrain and perform work at elevated heights (over 25 feet), including over land or water, while adhering to safety protocols. The salary listed includes the legislative approved 5% salary premium for positions in King County. In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code. Transportation Engineer 2 position; hiring manager reserves the right to fill the position at a lower level in the classification series based on candidate qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in‑training” plan. The base salaries for each level are: Transportation Engineer 1: $68,014 – $91,400 Transportation Engineer 2: $75,045 – $100,951 WSDOT does not use the E-Verify system, therefore we are not eligible to extend STEM Optional Practical Training (OPT).
