Program Management Analyst

Idaho National Laboratory

In this role, you will support DTRA's mission through Idaho National Laboratory's technical expertise in biological and/or chemical threat domains. You will provide subject matter input to wargame design, scenario development, and exercise execution focused on WMD threat reduction across the biological and/or chemical domains. This is a mid-level position suited to a candidate with a strong technical foundation who is eager to apply their subject matter expertise to national security wargaming and analysis. Prior wargaming experience is not required. Additionally, there may be other work assigned by DTRA or INL management. You will report to the manager over the Nuclear Nonproliferation.

Essential Job Functions and Responsibilities: (Knowledge, skills, and behaviors required for this position.)

  • Support the development of realistic technical scenarios, injects, and adjudication criteria for tabletop exercises and simulations.
  • Research and synthesize open-source and technical information on weapons effects, nonproliferation, and CBRN hazards to inform game design.
  • Collaborate with military, interagency, and contractor personnel to ensure technical accuracy in wargaming products.
  • Assist with after-action reports, lessons learned, and briefing materials for senior stakeholders.
  • Communicate with key collaborators to determine portfolio, program, and project requirements and objectives.
  • Confer with portfolio, program, and project personnel to identify and resolve problems.
  • Create portfolio, program, and project status presentations for delivery to customers, sponsors, and other collaborators.
  • Provide guidance and expert advice to management or other groups on technical, systems- or process-related topics.
  • Develop constructive and cooperative working relationships with others and maintain them over time.
  • Gather and organize information on problems or procedures.
  • Analyze information and evaluate results to choose the best solution and solve problems.

Education, Credentials, and Work Experience:

Required

  • Level 2: Bachelors Degree in relevant field and at least 2 years direct/relevant professional experience.
  • Level 3: Bachelors Degree in relevant field and at least 5 years direct/relevant professional experience.
  • Education in lieu of degree may be considered if there is extensive military background, uniquely applicable experience or highly specialized knowledge. Level 2 requires a High School Diploma or equivalent and at least 8 years’ direct/relevant experience. Level 3 requires a High School Diploma or equivalent and at least 11 years’ direct/relevant experience.
  • Experience in biological or chemical fields.
  • This position requires a current Department of Energy (DOE) "Q" and "SCI" clearance or equivalent, which requires US Citizenship.
  • Must be willing to work on-site at Ft. Belvoir, VA

Preferred Qualifications:

  • Experience or coursework in wargaming, simulation design, or exercise planning.
  • Familiarity with DoD, DTRA, or combatant command wargaming methodologies.
  • Internship or research experience related to nuclear, biological, or chemical nonproliferation, deterrence, or WMD defense.
  • Understanding of joint military exercise structures (tabletop exercises, seminar wargames, etc.).
  • Existing active TS/SCI clearance strongly preferred.

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee may occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information:

  • The pay range for this position is: Level 2 ($66,504 - $136,356) / Level 3 ($79,344 - $162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Working Conditions:

Incumbent of the position performs in a typical office setting with appropriate climate controls. The noise level is generally moderate. Periodic travel required in normal course of job performance. Periodic safety training is necessary. Position may work irregular shifts of more than 8 hours/day and work alone. May be required to be in an on-call status to be able to promptly respond to and address user/customer needs.

  • Liaison: Primarily internal company contacts. Infrequent interorganizational and outside customer contacts on routine matters.
  • Education/Experience: Bachelor’s and 2 years of experience. Master’s and 0. PhD and 0.

  • Knowledge: Complete understanding and wide application of principles, theories, and concepts in field of specialization. General knowledge of other related disciplines. Resolves a wide range of issues in creative ways. This level is fully qualified, career oriented.

  • Discretion and Latitude: Works under only general direction. Normally receives little instruction day-to-day. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives.

  • Liaison: Frequent internal organizational customer contacts. May have some outside contact or represent organization in providing solutions to difficult issues associated with specific projects or work.
