The position is eligible for a hybrid remote schedule. Responsibilities As a program‑level technical specialist within the Planning and Policy Unit of the Aquatic Resource Management (ARM) program, you will support development, evaluation, and implementation of DSL‑sponsored compensatory mitigation projects through utilization of the Oregon Removal‑Fill Mitigation Fund. Core responsibilities include: Project development and coordination. Technical research and analysis. Contract development and administration. Project monitoring and reporting. Providing outreach, information, and regulatory coordination to project partners such as property owners, local governments, and others. What you will be doing Identify opportunities for DSL‑sponsored compensatory mitigation projects, including outreach, feasibility analysis, credit generation potential, and funding needs. Prepare summaries, recommendations, and technical documentation to make recommendations and support decision‑making. Manage technical project components, including contracts with partners and contractors. Plan, coordinate, and conduct research and analytical tasks, including monitoring and legislative reporting metrics. Collaborate and cross‑train with Mitigation Specialists and the other Mitigation Coordinator. Interpret, explain and develop training on relevant laws, rules, policies, and procedures. Promote awareness of mitigation market needs and support efforts to develop mitigation options, including financial assistance opportunities through the Mitigation Fund. Minimum Qualifications Three (3) years of experience in aquatic resource management. At least one year of experience at a technical or professional level performing activities in a natural resource program such as analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities. A bachelor’s degree in natural resources such as biology, ecology, or environmental science, OR three (3) additional years of related experience. NOTE: A master’s degree in a natural resource field such as biology, ecology, or environmental science will substitute for up to one (1) year of the required experience. A doctorate degree will substitute for up to two (2) years of the required experience. Desired Attributes Customer service, time management, and organizational skills. Experience communicating regulatory program requirements to a wide variety of people and abilities including public, private and government entities. Knowledge of wetland and stream ecology including hydrology, soils, and plant identification. Strong research and analytical skills, including data collection experience, preferably in wetlands and waterways, hydrology, soils, and plant identification. Proficiency and experience with MS Office programs including Word and Excel. Experience using GPS tools and ESRI desktop products, including ArcGIS Pro. General knowledge of land use and compensatory mitigation policy. Experience in the identification, evaluation, and development of wetland or stream restoration projects, preferably in the Pacific Northwest. Project management experience, preferably in implementing wetland or stream restoration. Benefits 1-on-1 mentoring and support from natural resource experts. Initial monthly salary range for employees new to public service: $5,453 - $8,345; for current PERS employees: $5,832 - $8,925. Working Conditions Work is in a hybrid office setting; frequent fieldwork is expected and required. DSL provides agency‑maintained vehicles, reimbursement for field gear, and travel expenses for authorized, on‑the‑job travel and fieldwork. Occasional overnight stays and/or extended work hours, with exposure to inclement weather and road conditions.
