Management Analyst - Asset Manager

Sacramento-Housing-and-Redevelopment-Agenc

Under general direction and supervision of the Sacramento Housing & Redevelopment Agency (SHRA), the Asset Manager is responsible for overseeing management of the property assets within the Agency’s Low Income Housing portfolio; ensures compliance with financial, contractual and federal requirements; supervises and monitors the day-to-day and month-to-month effectiveness of property management activities, both operational and compliance related with regards to standard industry practices; provides professional administrative assistance in policy formulation, budgeting and program development; and performs related work as assigned. Responsibilities Administers federal, state and local rental housing subsidy programs; non-profit board policies; and administrative regulations and procedures. Monitors and ensures compliance with all rental housing assistance and loan programs administered by the Agency’s programs. Ensures required asset management tasks are completed accurately and on a timely basis. Monitors all operational components related to property management tasks; inspects property regularly and makes appropriate recommendations to address deficiencies and implement procedural and budgetary changes as necessary. Prepares reports for submission to HUD, California Tax Credit Allocation Committee, California Debt Allocation Committee, California Department of Housing and Community Development, and other bodies to ensure compliance with regulatory requirements. Assists the Executive Housing Director in policy formulations, budget projections, financial reporting, program development and outreach, and implementation strategies. Provides guidance and direction to on-site management staff in the development and implementation of marketing/leasing plans, preventive maintenance plans and other property management activities. Evaluates operating expenses to ensure correct level of spending is met; optimizes net rental income specifically in the areas of occupancy for all properties. Monitors the financial integrity and regulatory compliance of affordable housing properties financed with multiple sources and operating under multiple regulatory agreements; identifies and mitigates problems and ensures continued fiscal growth and stability. Prepares and maintains ad hoc and recurring analytical reports. Monitors the management of the property to ensure compliance with the terms of the Property Management contract and other regulatory agreements; maintains property maintenance and management in general conformance with budget standards, overall management plan and fair housing practices; acts as liaison between the Property Management Company and the governing Board of Directors providing at minimum a monthly report on operations. Reviews/approves extraordinary expenses and operational items that are necessary and fiscally responsible requiring secondary review within the scope of the management contract. Assists in coordinating periodic audits ensuring that the Property Management Company maintains compliance with Section 42-tax credit program and other applicable laws, procedures and restrictions. Coordinates and reviews annual project and corporate audits and prepares summary reports to the Board. Responsible for all administrative functions relating to Board activities including scheduling Board meetings, preparing agendas and minutes, and maintaining corporate records. Assists with the oversight of development and recapitalization opportunities, including identifying and obtaining appropriate levels of tax‑credit equity and debt financing. Implements and oversees special assignments as requested by the Board. Assists in developing and implementing resyndication strategies and plans for existing LIHTC properties and repositioning of existing Public Housing properties into new LIHTC partnerships. Education & Experience Education (Preferred): Graduation from a four‑year college or university with major coursework in business, public administration, planning, finance or accounting. Experience: Four years of progressively responsible experience in asset management and oversight of multifamily properties financed with tax credits and state/federal subsidized affordable housing loan programs, with a minimum of two years of project management experience. Direct experience with tax credit resyndication and property recapitalization preferred. An additional two years’ experience may substitute for the bachelor’s degree. Asset management certification preferred. Tax credit compliance certification preferred. Other Duties All employees may be assigned, and required to carry out, additional duties at any time.
