Strategic Litigation Division Counsel

The Strategic Litigation (SL) Division Counsel is a national organization with approximately 90 attorneys and 30 paralegals located in 33 cities nationwide. The SL Division, through its Special Trial Attorneys and paralegals, is responsible for handling the Office of Chief Counsel's most complex, high-profile, and significant cases in the United States Tax Court, which cases often establish national precedent or are otherwise important to tax administration. The SL attorneys and paralegals provide a full range of legal services on all issues, including advising the Internal Revenue Service on its most significant non-docketed cases, handling significant case litigation in the United States Tax Court, and assisting the Department of Justice in the handling of significant cases in both Federal and State Courts.

As a Program Analyst, you will:

• Analyze, evaluate, plan and conduct management studies to assess the effectiveness and efficiency of SL activities and programs, within both the National Office and field functions. Formulate project plans, including defining study parameters and developing assessment strategies.
• Develop and implement methods and procedures for effecting operational and program improvements, and for ongoing administrative evaluation. Utilize data analytics to assist management in assessing the effectiveness of SL activities and programs.
• Lead, and/or participate on, special study teams which cut across Chief Counsel Functions or involve nationwide activities. Represent, or participate with, the Division Counsel on special IRS, Treasury and Department of Justice study groups on issues affecting Chief Counsel programs and activities.
• As assigned by the Division Counsel, initiate operational reviews and administrative studies and analyses of unusual complexity. Formulate and recommend program changes in areas relating to total division accomplishments and effectiveness of operations. Review and evaluate potential impact of new or proposed policies and procedures on the organization's program and services.
• Coordinate managerial input and develop, on own or as part of a team, project plans for implementing changes on impacted activities. Serve as a liaison between Division Counsel and National Office to coordinate the Significant Case Program. This includes but is not limited to tracking work plans throughout the division, monthly review of Tax Court petitions in the National Office and administering work plan due dates and extensions.
• Coordinate with the National Office and other Division Counsel Offices to monitor the work plan tracking related to the Significant Case Program. Organize presentations to senior officials and implement changes in procedures. Maintains and creates databases and reports as necessary to track important Significant Case Program data. Serve as principal point of contact for Division Counsel on planning and advisory tasks related to all aspects of the Significant Case Work plan process.
