Psychology Program Manager

Summary This position is eligible for the Education Debt Reduction Program (EDRP). The award amount (up to $200,000) and eligibility period (1–5 years) are determined by the VHA Education Loan Repayment Services program office. Qualifications Applicants pending completion of required education or certification/licensure may be referred and tentatively selected, but may not be hired until all requirements are met. Basic Requirements United States citizenship; non‑citizens may be appointed only when no qualified citizens can be recruited in accordance with VA policy. Education: (1) Doctoral degree in psychology from a graduate program accredited by the American Psychological Association (APA) through the Psychological Clinical Science Accreditation System (PCSAS), or by the Canadian Psychological Association (CPA), at the time of completion. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed (clinical psychology, counseling psychology, or school psychology). School psychology degrees are not eligible for appointment as there are no such job assignments in VHA. (2) Doctoral degree in any area of psychology plus successful completion of a re‑specialization program, including an approved internship, meeting both: (a) program completed in an APA or CPA accredited doctoral program, and (b) the specialty in which the applicant is retrained is consistent with the assignment. NOTE: Applicants with a re‑specialization program have fully met educational requirements. (3) Doctoral degree awarded 1951‑1978 from a regionally accredited institution with a dissertation primarily psychological in nature. Internship: Successfully completed a professional psychology internship accredited by APA or CPA at the time of completion, or an acceptable new VHA program. Full‑time, one‑year pre‑doctoral internships prior to PL 96‑151 (pre‑1979) are acceptable. Internship not accredited by APA or CPA is acceptable only if the intern is currently board certified by the American Board of Professional Psychology in a specialty consistent with the assignment. Applicants with a doctoral degree awarded 1951‑1978 may fulfill requirements with one‑year supervised internship experience acceptable to the doctoral program. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a U.S. state, territory, Commonwealth, or District of Columbia. English language proficiency: Proficient in spoken and written English per VA Handbook 5005. Grade Determinations Position classified as Psychology Program Manager – GS‑14. Minimum experience: At least three years as a professional psychologist, including one year at GS‑13 level. Required KSAs: Organize work, set priorities, delegate tasks, and meet multiple deadlines. Apply evidence‑based practices and clinical guidelines; guide staff in these tools. Engage effectively with diverse individuals and groups. Manage and direct others to accomplish program goals. Translate management goals into coordinated work operations. Establish and monitor production and performance priorities and standards. Analyze operational problems and develop effective solutions. Grandfathering provision may allow qualified current employees to meet requirements. Duties Multidisciplinary role: Psychologist, Social Worker, Marriage & Family Therapist, or Licensed Professional Mental Health Counselor at Program Manager/Coordinator level. Serve as Psychology Program Manager – RCS Vet Center Director for operations within the designated Vet Center Service Area. Supervise professional and non‑professional staff, including a multidisciplinary team across multiple locations. Oversee administrative and outreach staff functions, resource and fiscal management, annual budgeting, and accounting of appropriated funds. Coordinate and brief meetings with congressional representatives and staff. Lead planning, establishing and implementing Vet Center policies and procedures, developing staff goals, and monitoring program execution. Provide direct readjustment counseling services in‑person and virtually, within VHA directives and state licensure standards. Conduct professional assessment and service planning for complex readjustment cases, integrating differential diagnosis and treatment perspectives. Perform other assigned duties as necessary. Compensation and Benefits Pay: Competitive salary with regular increases; step rate may be increased for higher qualifications. Work schedule: Monday‑Friday, 8:00 am–4:30 pm; occasional nights and weekends. Paid time off: 37‑50 days annually (13‑26 days annual leave, 13 days sick leave, 11 federal holidays). Eligibility for credit toward leave accrual based on prior work or military service. Parental leave: After 12 months of employment, up to 12 weeks paid. Child‑care subsidy: After 60 days, eligible employees with income below $144,000 may receive subsidy up to 25% of eligible costs (max $416.66/month). Retirement: Traditional federal pension (5‑year vesting) and federal 401(k) with up to 5% VA contributions. Insurance: VA health/vision/dental/term life/long‑term care (eligible for continuation after retirement). Telework: Eligible – yes. Virtual: This is not a virtual position.
