Construction Project Manager

Job Summary: The Project Manager (PM) is responsible for all aspects of more complex Project Management, including monitoring construction contract compliance and coordination of services in support of the campus departments to ensure the construction phases of projects are on schedule, high-quality, cost-effective, and appropriate to the project needs. This involves all elements of Project Management from cost estimating through construction closeout, including initial budgeting, safety compliance, and contract compliance. The PM works with the Program Managers, Senior Project Managers and Construction Managers to organize, plan, and control the construction efforts on projects. This involves selecting general contractors and subcontractors and coordinating construction activities on multiple project sites, including construction inspectors and others associated with the projects. The PM is responsible for monitoring project progress and quality, resolving complex problems that arise in the projects, and working with Campus officials to ensure compliance and safety. The PM has first line responsibility to communicate effectively with project stakeholders regarding construction impacts and schedules. This position requires high level of critical thinking to accomplish complex and highly specialized work. The project portfolio can range up to 20M with several complex jobs. These jobs could be in wet lab, dry lab, clinical, or animal care areas, so they will require a significant amount of autonomy to schedule and process work in a manageable way. The PM is an advanced professional who is responsible for all aspects of the design and construction process for major and significant building projects or highly specialized and critical components of these projects. Projects are often complex in nature and have a substantial budget and longer timeline. The PM works under little to no direct supervision but will escalate highly sensitive issues or issues outside their scope to their manager. The PM makes decisions on complex matters and exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results, and may oversee or provide guidance to other PMs and/or Analysts. We value innovation, creative problem-solving, and diligent follow-through. % of time Essential Function (Yes/No) Key Responsibilities (To be completed by Supervisor) 20Yes Project Planning and Strategy Manages the more complex and highly sensitive project program, including meeting with clients to help define both project scope and program. Formally establishes project plan, including working with other units and departments Prepares and approves cost estimates, functional studies and establishes project schedule and budget and reviews with clients; establishes milestones and monitors adherence to master plans, budgets and schedules. Determines delivery method and bids or negotiates construction contracts. Oversees a portfolio of projects ranging from 1-3 months in duration to 24-36 months Client and Stakeholder Communications: Acts as the primary liaison among project participants and resolves complex problems or conflicts, including recommending range of solutions to disputed issues or contractor claims. 10Yes Team Management: Lead and coordinate interdisciplinary teams including contractors, architects, and engineers. Hires architectural, engineering and consultant firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise, direction and management of the engineers, architects and other consultants. May oversee or direct Associate Project Managers and Analysts. Collaborates with internal UCSF partners such as but not limited to Facilities, Procurement, Fire Marshall, Building Official, etc. 20Yes Budget Management: Oversee project budgets, ensuring optimal allocation of resources. Reviews cost estimates, establishes project schedule and budget and reviews with clients and/or program leaders. Responsible for oversight of project portfolio ranging from $15,000 to $20M 10Yes Reporting and Updates: Creates project in project management software application including updating and reporting of project status as required by organization, regulatory agencies and Capital Projects Management, including budget and schedule; may include monthly written analysis of project. Reporting and updating of project status as required including but not limited to budget, schedules and projections. 10Yes Risk Management: Identify, quantify, and mitigate project risks. Compliance and Documentation: Develops criteria and performance specifications required to meet unique operating requirements and building and safety codes; ensures plans and specifications conform to all codes and regulations. Ensure all projects comply with revelant regulations and are well documented. 20Yes Construction Management: Reviews, manages and oversees construction activities, including contractor's schedule, RFIs, Submittals, Change Order Requests, and Punch List; specializes and focuses in monitoring construction milestones. 5Yes Closeout: Ensures project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to Physical Plant Services. 5YesPerforms organizational, departmental and administrative activities not directly relating to projects, including serving on committees representing department or unit.100% (To update total %, enter the amount of time in whole numbers (without the % symbol - e.g., 15, 20) then highlight the total sum (e.g., 1%) at the bottom of the column and press F9.
